Recommendation
1. Approve the Non-Competitive Proposal purchase under the Purchasing Policies Procedures 3.1.5 for Single Source/Sole Source method.
2. Approve the purchase order in the amount of $144,172.31 with Millu curriculum to support character and social emotional development enrichment for the Fontana Expanded Learning Program’s school sites.

DISCUSSION:
Background Summary
The City of Fontana is currently in its eighteenth year of collaboration with the Fontana Unified School District as the Fontana Expanded Program (FELP) provider. The Fontana Expanded Learning Program is an After School Education and Safety (ASES) grant and Expanded Learning Opportunities Program funded program. The Fontana Expanded Learning Program provides physical education, enrichment lessons, homework support and 21st Century Skill lessons to meet the program requirements as well as align with the districts’ efforts to prepare students to engage their world and make healthy choices.
Recommendation
To ensure the program provides quality programming at all FELP sites, the Fontana Expanded Learning Program is recommending the opening of purchase orders for Millu. Millu will support the program’s quality character development and social emotional learning programming by providing learning and engaging materials for participants.
Millu offers a curriculum and materials that is accessible for both participants and staff. Due to the large scale of curriculum and material needs Millu provides, staff is recommending the City to open a purchase order with Millu.
This curriculum is unique and Millu is the only curriculum that meets the grant requirements. Purchasing Policy 3.1.5 allows a sole source purchase when no competitive advantage would be gained from unique services that are only available from one source.
FISCAL IMPACT:
The program is budgeted in the adopted FY 2026/2027 Community Services Department operating budget as designed by the FUSD Operating Agreement. The cost of the curriculum is $144,172.31 and will be funded from Budget Unit #38624101 in the Fontana Expanded Learning Program Account # 8010.
The City, per the Operating Agreement with the Fontana Unified School District, will be reimbursed in an amount not to exceed $144,172.31 per year for these services provided to the grant-funded after school program.
