Adopt Resolution and Authorize the City Manager to Award a Contract to Gentry General Engineering for Emergency Storm Drain Repair Work along Valley Boulevard

RECOMMENDATION:

Recommendation

1.  Adopt Resolution No. 2026-007, a resolution of the City Council of the City of Fontana, recognizing that certain conditions exist in the storm drain system along Valley Boulevard requiring emergency repair work.  This resolution is made in accordance with Fontana City Code Section 10-147(6).

 

2.  Authorize the City Manager, or his designee, to execute a contract with Gentry General Engineering in the amount of $258,472.00 with a 10% contingency in the amount of $25,847.00 for the performance of emergency storm drain repair work along Valley Boulevard.

COUNCIL GOALS:

                     To operate in a businesslike manner by correcting problems immediately.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

 

DISCUSSION:

While Valley Boulevard was originally constructed in the 1930’s, historical data of when the storm drain crossings were constructed are not available.  It is believed that the storm drain crossings at the intersections of Hemlock and Elm Avenues were originally installed several decades ago, likely in the 1960’s or 1970’s, making that system well over 50 years old.  The system is showing significant signs of failure and separation of the concrete box, presenting potential pothole and sink hole concerns for the roadway.  The cost proposal from Gentry General Engineering includes reconstruction of a reinforced concrete box per Caltrans standards, with paving repairs to the roadway at Elm and Hemlock Avenues with a headwall constructed at Elm Avenue.

 

FISCAL IMPACT:

Funding for this emergency work, in the amount of $258,472 with a 10% contingency of $25,847, is budgeted in Fiscal Year 2025/2026 Public Works Operating Budget account 60437100.8330, Transactional Use Tax Fund.

Approve staff recommendation.
