RECOMMENDATION:

Based on the information in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission adopt Resolution No. PC 2025-___ , and;

 

1.                     Find that the project has been reviewed under the previous Environmental Impact Report for the Ventana Specific Plan (Master Case No. 22-000099R1, General Plan Amendment No. 21-000006, and Specific Plan Amendment No. 22-000001) pursuant to CEQA Sections 15162 through 15164 and Section 8-10 of the Fontana 2019 Local Guidelines for Implementing CEQA and that none of the exceptions in CEQA Section 15162 apply here, and direct staff to file a Notice of Determination;

 

2.                     Approve Tentative Tract Map No. 25-0001; and,

 

3.                     Approve Design Review (DR) No. 25-0006.

BACKGROUND INFORMATION:

1.                     On March 27, 2007, the City Council approved the amended Ventana Specific Plan (SP No. 05-000063) and approved General Plan Amendment No. 06-010.

2.                     On July 27, 2021, the City Council approved Master Case No. 20-000099 for Planning Area 6 (now identified as Planning Area No. 1) of the Ventana Specific Plan for a 257 unit attached multi-family residential project on approximately 11.6 acres.

3.                     On July 26, 2022, the City Council adopted Ordinance No. 1902 for the modification of the land use designations and other standards within the Ventana Specific Plan.

4.                     On October 18, 2022, the Planning Commission approved Design Review No. 22-000088 for the construction of 262 multi-family units within Planning Area No. 1, Phase B of the Ventana Specific Plan.

5.                     On May 6, 2025, the Planning Commission approved Design Review No. 24-0043 for the construction of a 29,280 square foot flex building, a new 26,470 square foot two-story office building with a helicopter pad, and a new 119,200 square foot three level self-storage building.

ANALYSIS:

The applicant, KB Homes, is requesting that the Planning Commission approve Tentative Tract Map No. 25-0001 (TTM No. 20282) for the establishment of a condominium map that consist of 219 attached townhome units and approve Design Review No. 25-0006 for development of the condominium complex with amenities, and associated site improvements on approximately 13.1 acres.

 

Tentative Tract Map No. 25-0001 (TTM No. 20282)

The proposed tentative tract map No. 25-0001 will subdivide the residential parcel for condominium purpose to include 219 attached townhomes. Each dwelling unit will be sold separately, and a homeowner’s association will be created for the maintenance of all common areas, amenities and landscaping.

 

Design Review (DR) No. 25-0006:

The development seeks site and architectural approval of new 219 attached townhouse units located within two- and three-story buildings, totaling 348,906 square feet. There will be 104 units in the two-story buildings and 115 units in the three-story buildings. The applicant proposes a Tuscan style architecture for the buildings with an exterior neutral earth tone color palette scheme, with brown and green accents to be used for entry doors, shutters, and garage doors.

 

The architectural style includes stucco light sand exterior, concrete S-roof tile, wrought iron railings, decorative shutters, paving, awnings, stone veneer, decorative exterior lighting, and vinyl windows.

 

The proposed units will be two, three, and four bedrooms, ranging in size from 1,192 to 1,886 square feet. There are four plan layouts for the three-story townhouse units and three plan layouts for the two-story townhouse units. The unit mix will include 24-(2) bedroom units, 118-(3) bedroom units, and 77-(4) bedroom units. The Ventana at Duncan Canyon Specific Plan for Planning Area 3 provides standards for recreational amenities, and the Project will provide a recreation center with a fitness room, a pool, several picnic areas, a tot lot area, dog park, a fitness challenge playground course, and an open space area with a wood-shade structure and barbeque area.

 

The Project includes associated on and off-site improvements, including parking spaces, new landscaping, lighting, curb, gutter, sidewalks, and utilities related to the Project.

 

The proposed site is physically suitable in size and shape to support the development of the proposed complex. Applicable building codes, zoning codes and fire codes and standards will be met and make for a safe, attractive, and well-designed project.

 

Grading/Walls:

The project site is vacant and undeveloped. The topography of the Project Site is generally flat. The drainage pattern will flow from north to southwest onto John Previti Avenue. An underground stormwater vaults will be constructed to capture onsite flows.

 

A new six (6) foot high tubular steel fence with decorative pilasters will be installed along the north, south, east, and west property line boundaries. Retaining walls with a maximum six (6) feet tall will be installed behind the tubular steel fence on the north side of the property to alleviate the grade difference from north to south. The retaining wall will not be visible from the public right of way. Three (3) foot high walls will be installed along the private courtyard for each unit.

 

Site Access/Circulation/Parking:

Access to and from the Project Site will be off Duncan Canyon Road with a right-in/right-out/ driveway and a fully signalized light off John Previti Avenue. The internal circulation has been reviewed by Planning, Fire, Traffic, and Engineering. The internal circulation is sufficient to support this type of use.

 

Environmental:

A Final EIR was prepared for the Ventana at Duncan Canyon Specific Plan project (SCH No. 2021100400) and was certified by the City Council on July 26, 2022. Based on CEQA Guidelines, Sections 15162 through 15164 et seq, and Section 8.10 of the City of Fontana’s 2019 Local CEQA Guidelines, staff has determined that the previously certified Final EIR has adequately identified the impacts associated with Design Review No. 25-0006 and no further environmental review is required. A Notice of Determination is determined to be adequate for this project and has been prepared for the Planning Commission’s consideration.
