DISCUSSION:
Background:
On July 21, 2026, the Planning Commission adopted a resolution approving Master Case No. 25-0064, Tentative Tract Map No. 25-0007 (TTM No. 20852) and Design Review Project No. 25-0029 to subdivide 3.75 acres into 26 parcels for the construction of 26 detached residential units including a density bonus for two (2) affordable residences along with associated site improvements and recommended that the City Council approve the Affordable Housing Density Bonus Agreement and Declaration of Covenants, Conditions, & Restrictions. Minor modifications to the agreement’s subordination section have been made for consistency with the final agreement template.
Analysis:
The applicant requests the City Council review and approve the Affordable Housing Density Bonus Agreement and Declaration of Covenants, Conditions, & Restrictions for property located at 7844 Alder Avenue.
The proposed Affordable Housing Density Bonus Agreement would restrict the use of two (2) units (the “Affordable Units”) by requiring that the affordable units are rented to very low-income households, which is defined as households with income that does not exceed fifty percent (50%) of the Area Median Income for San Bernardino County. The Affordable Housing Density Bonus Agreement provides that the Affordable Units will be rented for a term of 55 years for an "Affordable Rent.” The Affordable Housing Density Bonus Agreement includes obligations for income verification, preparation of a marketing plan, providing the City with the right to make referrals for the affordable units, and other terms related to ensuring the covenants for the Affordable Units. The project entitlements, as conditioned, do not become effective unless and until the City Council adopts a resolution approving the Affordable Housing Density Bonus Agreement and Declaration of Covenants, Conditions, and Restrictions.
