RECOMMENDATION:

Recommendation

Approve and authorize the City Manager to execute an agreement with the Inland Empire Utilities Agency (“IEUA”), Speedway SBC Development, LLC, and San Bernardino County (“County”) for wastewater services for Speedway SBC Development, LLC.

DISCUSSION:

The Speedway Commerce Center II comprises the redevelopment of a portion of the existing Auto Club Speedway property, encompassing approximately 433 acres of the 522 acres of the Speedway property located in unincorporated San Bernardino County. The project includes 6.6 million square feet of high-cube logistics/e-commerce uses, 261,360 square feet of ancillary commercial uses, and future parking areas. The project is situated north of San Bernardino Avenue and west of Cherry Avenue.

 

As part of the project conditions required by the County, the developer is required to provide sewer services to the project. The developer designs and coordinates with IEUA to create an internal sewer system within the private property and connects the sewer directly to the IEUA system. The maintenance and operation of the proposed sewer system will remain with the County.

 

According to the Regional Contract with the contracting agency with IEUA, the contract agency can only administer the monthly wastewater billing. Since the County is not part of the contracting agency, the City will provide the billing services for this project based on the rate structure established by the City and IEUA.

 

FISCAL IMPACT:

There is no fiscal impact to the City since the current rate structure includes compensation of administration hours.
