COUNCIL GOALS:

                     To practice sound fiscal management by living within our means while investing in the future.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

 

DISCUSSION:

The City's Capital Improvement Plan (CIP) identifies the public infrastructure necessary to accommodate future growth while maintaining the level of service established by the City Council. The CIP serves as the planning and implementation framework for the City's Development Impact Fee (DIF) Program and identifies the public facilities reasonably required to mitigate the impacts generated by future development.

 

The projects included in the CIP have been evaluated to determine whether they are reasonably related to the anticipated growth identified in the City's General Plan, Specific Plans, Housing Element, Transportation Plans, Storm Drain and Sewer Master Plans, Parks Master Plan, and other adopted planning documents. The CIP also incorporates recommendations derived from engineering studies, traffic analyses, utility and infrastructure assessments, and other technical and administrative information developed by City staff and professional consultants. Following review and consideration by the City Council, this CIP serves as the City's official long-range planning documents for identifying public infrastructure improvements needed to accommodate future growth, maintain adopted levels of service, preserve public assets, enhance public safety, and support the community's long-term development objectives.

 

The CIP is intended to serve as the technical foundation supporting the City's Development Impact Fee Nexus Study and will be annually reviewed and updated to reflect changes in development projections, construction costs, adopted planning documents, completed projects, funding availability, and applicable legal requirements. Because future development patterns, travel demand, funding opportunities, and infrastructure needs are inherently uncertain, the CIP does not identify specific construction schedules or anticipated completion dates for individual projects. Project implementation will be prioritized and scheduled based on development activity, available funding, operational needs, engineering evaluations, and City Council direction.

 

The inclusion of a project in this CIP does not constitute a determination that the project currently satisfies all applicable engineering criteria, operational thresholds, regulatory requirements, or warrants for construction. Rather, the CIP identifies public infrastructure improvements that may become necessary to accommodate future growth and maintain the City's adopted level-of-service objectives. Individual projects including, but not limited to, traffic signals, intersection improvements, roadway widenings, and other transportation facilities will be subject to separate engineering analyses, warrant evaluations, environmental review, funding availability, and all applicable federal, state, and local approval requirements before design or construction is authorized.

 

FISCAL IMPACT:

Because this item is a planning and policy document, approval of the proposed action does not have a direct fiscal impact. Any future capital improvements or programs identified in the document will be subject to separate City Council review and approval through the annual budget and Capital Improvement Program (CIP) processes.
