ANALYSIS:

The applicant, D.R. Horton, is requesting that the Planning Commission review and approve modifications to the architectural plan elevations for a previously approved residential project. In 2022 the Planning Commission and the City Council approved architecture plans for the 85-unit project which consisted of three plan types: Progressive Traditional, Progressive Prairie, and Modern Farmhouse, each with three (3) elevations. The new proposal is for the Planning Commission to consider three (3) elevation types: Spanish, Ranch, and Craftsman styles.

Currently, the site is vacant with sidewalk, curb, and gutter improvements on Summit Avenue. A block wall has been constructed along the northern and western property lines. In addition to the construction of the buildings and associated site improvements, the project will include off-site improvements for sidewalks and parkways along with curb and gutter along Citrus Avenue. The applicant is proposing minor changes to the building footprints to accommodate the elevation changes; no other changes to the project are requested.

Design Review No. 21-046 R-1:

The applicant is requesting that the Planning Commission review and approve the proposed three new architectural styles for the project, Spanish, Ranch, and Craftsman. All three styles feature covered entry, tile roofs, two car garages, sectional garage doors with windows, shutters, variations of siding, wainscotting, and other style-design features as shown in the attached project plans.

As proposed, a variety of buildings with different color schemes and distinct buildings are proposed. The units have plans for three (3) bedrooms, two and a half (2.5) baths and a loft unit, with a second plan with four (4) bedrooms, two and a half (2.5) baths and a third plan with four (4) bedrooms, three (3) baths and a loft, all with two (2) car garages.

An entry statement is proposed along Summit Avenue. The entryway will have dense landscaping, monumentation signs, and decorative paving at the entryway. The site will have a citrus theme with orange trees incorporated into the entry area and within the site. Additionally, a centralized park with park furniture, soccer field and tot lot are proposed in the public open space. Two (2) additional open space areas are planned within the project and will also be designed with orange trees and corn hole games.

Environmental:

Pursuant to Sections 15162 and 15164 of the California Environmental Quality Act (CEQA) Guidelines and Sections 8.04 and 8.06 of the City of Fontana's 2018 Local CEQA Guidelines, an Addendum to the Citrus Heights North Specific Plan Program Environmental Impact Report (State Clearinghouse (SCH) No. 2003111125) was adopted on July 5, 2022 for the original project that is the subject of this modification. The aforementioned certified EIR and adopted Addendum anticipated the development of a residential community and open space, and also adequately identified potential impacts associated with this project. No substantial changes have been made and no new additional impacts beyond what was anticipated in the EIR and Addendum have been identified; therefore, no further environmental review is required for the proposed project.
