RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to enter into the Task Order with Ninyo & Moore Geotechnical and Environmental Sciences Consultants, Inc. for Geotechnical Observation, Materials Testing, and Special Inspection services for the Fire Station No. 80 - Training Center Project (Bid No. DE-24-195-SQ-16) in the amount of $395,605.00.
2. Approve and authorize the City Manager to enter into future amendments to the Task Order for Geotechnical Observation, Materials Testing, and Special Inspection services for Fire Station No. 80 - Training Center Project not to exceed $100,000.00.

DISCUSSION:
Fire Station No. 80 is a priority one project that involves the construction of a new fire station training center and tower simulator in the western area of the City limits. The proposed site is located at 6585 Cherry Avenue, on the northeast corner of Cherry Avenue and S. Highland Avenue. The new training center and tower simulator will be Phase 1 of the new Fire Station No. 80 Project while laying the foundation for the fire station at a later stage in Phase 2.
Staff released a request for proposals (RFP) for Geotechnical Engineering and Materials Testing Services to firms that are on the City’s pre-qualified Engineering List (DE-24-195-SQ) by notifying firms through the City’s online bid system. Three (3) prospective bidders downloaded the RFP documents. On May 28, 2026, proposals were received from two (2) firms interested in providing Geotechnical Observation, Materials Testing, and Special Inspection Services for the project. The proposal costs ranged from $395,605.00 to $536,281.56.
As a result, staff is recommending the award of the Task Order to Ninyo & Moore Geotechnical and Environmental Sciences Consultants, Inc. for Geotechnical Observation, Materials Testing, and Special Inspection services based on being the best value to the City.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $395,605.00 for the full term of the construction contract. Funds are included in the Fiscal Year 2026-27 budget in 37603385-610-D-8112 funded by Fire Capital Project Fund (Fund 610). All future costs will be included in subsequent fiscal year budgets.
