RECOMMENDATION:
Recommendation
1. Approve the sole-source purchase of replacement specialized public safety technology and related equipment, software, and support services from CellXion Technologies Inc. in an amount of $900,565.00 plus applicable sales tax.
2. Approve and authorize the City Manager or his assigned designee to enter into documents related to the purchase of a replacement specialized in public safety technology and related equipment, software, and support services.

DISCUSSION:
The Fontana Police Department currently utilizes specialized technology to support authorized public-safety and investigative operations. The existing equipment is coming to the end of its service life and requires replacement to maintain operational continuity, reliability, and manufacturer supported functionality.
The requested equipment and associated system components were originally developed by Jacobs Technology Inc. and are subject to proprietary specifications and non-public distribution restrictions based upon the specialized and proprietary nature of the equipment and systems.
Jacobs Technology Inc. has transferred its sole proprietary ownership interests in the applicable product lines to CellXion Technologies Inc. As the current holder of the applicable proprietary product rights and distribution authority, CellXion Technologies Inc. is the authorized source for the requested replacement equipment and associated components.
The proposed procurement is recommended as a sole-source purchase from CellXion, Technologies, Inc. because the replacement system must maintain compatibility with the City's existing specialized technology, associated equipment, software, configurations, and support environment.
Use of an alternative vendor would require replacement or modification of existing components and infrastructure and could result in compatibility limitations, additional implementation costs, loss of continuity, and/or the inability to maintain existing capabilities.
Per the City’s Purchasing Policies and Procedures Manual, Section 3.1.5 Non-Competitive Proposal may be used when a Sole Source method is utilized. No competitive pricing, such as when equipment, goods, materials, supplies, personal property, or services are unique and are only available from one source. Staff recommends authorization of the purchase from CellXion Technologies Inc. as a sole-source procurement, subject to the City's applicable purchasing policies and procedures.
FISCAL IMPACT:
Funds for this purchase will be included as part of Fiscal Year 2026 - 2027 Mid-Year budget request from Asset Forfeiture Funds, Fund 223, in Project Number 40300013-223-A.
