RECOMMENDATION:
Recommendation
1. Award bid (PD-26-49-SP) and authorize the City Manager, or designee, to execute all related documents and take any actions necessary to carry out the Fontana Police CAD/RMS System Selection.
2. Authorize the Purchasing Department to approve a Purchase Order with Winbourne Consulting, Inc. in the amount of $ 234,550.

DISCUSSION:
The Police Department is seeking to enhance public safety technology by procuring a new Computer Aided Dispatch (CAD) system, Records Management System (RMS), and Mobile Data Software. The current system was originally implemented in November 2019 and has a significant impact on the Department’s daily operations. To meet evolving State and Federal reporting requirements and to leverage advanced technology, the Department determined that the use of a specialized consultant was necessary.
On October 28, 2026, City Council approved funding for a CAD/RMS consultant. A project of this scale requires subject matter experts in law enforcement technology to ensure the effective implementation and integration of multiple software platforms. Staff from the Police Department and the Innovative Technology Department collaborated to develop a comprehensive scope of work. Following completion of the scope, the Purchasing Department solicited proposals by issuing a Request for Proposals (RFP) through PlanetBids.
A total of ten (10) firms submitted proposals by the established deadline. All proposals were thoroughly reviewed and evaluated in accordance with the established scoring criteria. Based on the overall evaluation results, Winbourne Consulting, Inc. received the highest score. Accordingly, the Police Department recommends awarding the contract to Winbourne Consulting, Inc. The Police Department recognizes that engaging a consultant with demonstrated expertise and experience will help ensure the timely and successful implementation of upgraded public safety software systems, in the best interest of the city.
FISCAL IMPACT:
Federal Asset Seizure Funds (fund 223) in the amount of $200,000.00 are included in the 2025/2026 budget, Project # 40100006-223-A. An additional $35,000.00 is requested in the 2025/2026 mid-year quarterly report. Should service demands exceed budgeted amounts, additional funding may be requested through the appropriate budget adjustment process.
