RECOMMENDATION:
Recommendation
1. Authorize the Purchasing Division to use the Sourcewell Cooperative Purchasing Agreement (Contract #110421-ALT) for the purchase of Two (2) Altec AT37G for $156,049.56 each and One (1) Altec LR860-E70 for $240,623.80 total cost for all three units is $552,722.92.
2. Approve the Non-Competitive Proposal method of the City’s Purchasing Policies and Procedure Manual Section 3.1.5.

DISCUSSION:
The Public Works/Engineering Department, Parks & Landscape Division is responsible for the maintenance of trimming the trees in the city and the hanging of banners. This aerial truck is an essential piece of equipment needed to respond to emergency callouts due to adverse weather. The Department is requesting to purchase One (1) Altec LR860-E70 to comply with the mandate ordered by CARB (California Air Resource Board) and SCAQMD (South Coast Air Quality Management District) concerning Rule 1196. The selected aerial truck is being recommended for purchase after a comprehensive review process by Department staff. The aerial equipment will be mounted on a Ford F-750 chassis.
The Public Works Department, Traffic Engineering Division is responsible for the maintenance and repair of the city’s traffic infrastructures. The aerial truck is an essential piece of equipment needed to maintain traffic signals. The department is requesting the addition of One (1) Altec AT37G for a position, Traffic Signal Maintenance Technician II that was approved by the City Council. The selected aerial truck is being recommended for purchase after a comprehensive review process by Department staff The aerial equipment will be mounted on a Ford F-550 chassis.
The Public Works/Engineering Department, Support Services Division is responsible for the maintenance and repair of the city buildings and infrastructures. The aerial truck is an essential piece of equipment needed to maintain lighting and equipment. This is a replacement unit of One (1) Altec AT37G for Unit # 1705S. The selected aerial truck is being recommended for purchase after a comprehensive review process by Department staff. The aerial equipment will be mounted on a Ford F-550 chassis.
Fontana City Code Article V- Purchasing Section 10-152(4) authorizes bidding to be exempt since the competitive bidding was already conducted by another agency. Staff is recommending that City Council authorize this purchase between Altec and the City, and to “piggyback” off the Sourcewell Contract #110421-ALT for these aerial trucks.
FISCAL IMPACT:
Funding in the amount of $552,722.92 for the purchase of Two (2) AT37G and One (1) LR860-E70 vehicles have been approved in the FY 2024/2025 budget as part of the Fleet Services capital replacement, in Account No. 75137306.8319.
