COUNCIL GOALS:

DISCUSSION:
On December 12, 2023, the City Council awarded a construction contract to H&H General Contractors, Inc. in the amount of $13,314,324.00 and authorized a contingency amount of $1,331,432.00, for a total contract authorization amount of $14,645,756.00 for the construction of the San Sevaine Trail Phase 1, Segment 2 Project. The 1.25-mile trail (0.35 miles within the City of Fontana and 0.95 miles within the City of Rancho Cucamonga) begins at the Pacific Electric Trail in the City of Fontana and terminates in the City of Rancho Cucamonga at Banyan Street.
The project went through significant changes to the original schedule increasing project cost to include additional scope changes and modifications to meet Caltrans and San Bernardino County Flood Control District requirements. Staff worked with various agencies to receive grants to support the additional cost, such as San Bernardino County Transportation Authority (SBCTA) and the State of California Natural Resources Agency, Department of Parks and Recreation-Recreational Trails Program (RTP).
Construction began on May 28, 2024, and was deemed complete on October 23, 2025. The project was successfully completed for the final contract amount of $14,064,224.48, a decrease of 4% from the original contract authorization. All work has been completed to the satisfaction of the City for Fontana and Rancho Cucamonga, Caltrans, and San Bernardino County Flood Control District.
FISCAL IMPACT:
Approximately 30% of the total project cost was incurred for the portion of the trail within the City of Fontana. With acceptance of the San Sevaine Trail Phase 1, Segment 2 Project (No. 37603345) as complete, the City will assume operation and maintenance of the segment within Fontana’s boundaries. Funding for these activities is included in the FY 2025-26 budget under Public Works, Parks and Landscape.
The remaining 70% of the cost was incurred for the portion of the trail within the City of Rancho Cucamonga, which will assume operation and maintenance of the trail segment within its jurisdiction.
