RECOMMENDATION:
Recommendation
1. Accept the following Community Project Funding grant awards in the total amount of $8,750,000:
a. Homeless Prevention Resource Center Grant in the amount of $4,000,000
b. Pacific Electric Trail Improvement Project Grant in the amount of $750,000
c. Courtplace Housing Development Grant in the amount of $4,000,000
2. Authorize the City Manager to execute documents necessary to ensure the City’s timely receipt of Community Project Funding grants.

COUNCIL GOALS:
• Concentrate on Inter-governmental relations by pursuing financial participation from county, state and federal governments.
DISCUSSION:
In the Consolidated Appropriations Act, 2023, Congress made funding available for “grants for the Economic Development Initiative (EDI) for the purposes specified for Community Project Funding/Congressionally Directed Spending.” These Community Project Funding (CPF) awards are administered by the Department of Housing and Urban Development (HUD).
The City of Fontana received three (3) Fiscal Year 2023 CPF grants as follows:
1. Homeless Prevention Resource Center grant in the amount of $4,000,000. This funding will go towards the development acquisition and/or the development of the Homeless Prevention resource center which will provide housing and services for San Bernardino County residents that fall into homelessness. The approach will be to address homelessness on an individual level, providing shelter and support services based on the need of the person(s) or families.
2. Pacific Electric Trail Improvement Project in the amount of $750,000. This funding will improve approximately 125,000 square feet of the Pacific Electric Trail with drought tolerant landscaping, exercise equipment, seating areas and educational signage.
3. Courtplace Housing Development in the amount of $4,000,000. This funding will be utilized for the development of the 106-unit multi-family apartment community. These funds will be included as part of the $15-million-dollar budget for the development of this community.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is an increase of expenditure and revenue budgets in the amount of $8,750,000 in Fund 301. Funds for the Homeless Resource Center ($4 million) and Courtplace Apartments ($4 million) were already included in the FY2023-24 budget First quarter adjustments in Projects 37600041 and 37600063, Fund 301. The remaining required budget adjustments will be included in the first available quarterly budget report in Fund 301.
