Recommendation
1. Authorize the City Manager to approve Change Order #2 with LCR Earthwork & Engineering, Corp. in the amount of $130,609.28 for the additional asphalt and concrete work added for the Village of Heritage North, South, and West Pavement Rehabilitation Project (Bid No. SB-153-DE-23).
2. Accept as complete the work performed by LCR Earthwork & Engineering, Corp. for the Village of Heritage North, South, and West Pavement Rehabilitation Project (Bid No. SB-153-DE-23).

COUNCIL GOALS:

DISCUSSION:
On March 26, 2024, the City Council awarded a construction contract to LCR Earthwork & Engineering, Corp. in the amount of $1,290,941.00 and authorize a contingency amount of $129,094.10, for a total contract authorization of $1,420,035.10 for the Village of Heritage North, South, and West Pavement Rehabilitation Project.
Construction began in March 2025 and was completed in August 2025. During construction, several additional streets that were not included in the current scope of work (Santa Barbara Court, Bay Street, and Trinity Street) were identified as in need of treatment. Given the favorable unit pricing provided by LCR Earthwork & Engineering, Corp. and the efficiency gained by having the contractor already mobilized on site, staff determined that it was in the City’s best interest to include the additional streets through a contract change order. This decision not only addressed the existing street condition but also enhanced resident safety. Striping changes made by Traffic Engineering staff are also included in this contract change order and were made to enhance resident safety in the Village of Heritage.
Change Order #1 was approved in June 2025 in the amount of $118,208.00, which is within the originally authorized contingency of $129,094.10. The amount for Change Order #2 is $130,609.28, which exceeds the remaining contingency. Both change orders encompassed additional paving and striping work.
The project was successfully completed for a final contract amount of $1,539,758.28. All work has been completed to the City’s satisfaction.
FISCAL IMPACT:
As part of the action to accept the construction of the Village of Heritage North, South, and West Pavement Rehabilitation Project (Bid No. SB-153-DE-23) as complete, the City will take over the maintenance of this public infrastructure. Appropriate funding for the contract change order in the amount of $130,609.28 is included in the FY 2025-2026 budget in Project 37600056-601-A-8329. Funding for the maintenance work is included in the FY 2025-2026 budget under the Public Works & Engineering Department, Utilities and Streets Division.
