DISCUSSION:
The Planning Commission reviewed Master Case No. 25-0040, Tentative Tract Map No. 25-0002 (TTM No. 20787) and Design Review Project No. 25-0011 at its August 4, 2026, meeting. The Planning Commission approved the project to subdivide 5.3 acres into thirty-seven (37) parcels, thirty-seven (37) single-family residential units including a density bonus for three (3) affordable residences, and associated site improvements. During this hearing, the Planning Commission recommended approval of the Affordable Housing Density Bonus Agreement and Declaration of Covenants, Conditions, & Restrictions to the City Council.
Analysis:
The applicant requests the City Council review and approve the Affordable Housing Density Bonus Agreement and Declaration of Covenants, Conditions, & Restrictions for property located at 7844 Citrus Avenue, also identified as Assessor Parcel Number 1110-361-10.
The proposed Affordable Housing Density Bonus Agreement would restrict the use of three (3) units (the “Affordable Units”) by requiring that the affordable units are rented or sold to very low-income households, which is defined as households with income that does not exceed fifty percent (50%) of the Area Median Income for San Bernardino County. The Affordable Housing Density Bonus Agreement provides that the Affordable Units will be rented for a term of 55 years for an "affordable rent” or sale of the home at “an affordable housing cost”. The Affordable Housing Density Bonus Agreement includes obligations for income verification, preparation of a marketing plan, provides the City with the right to make referrals for the affordable units, and other terms related to ensuring the covenants for the Affordable Units. The project entitlements, as conditioned, do not become effective unless and until the City Council adopts a resolution approving the Affordable Housing Density Bonus Agreement and Declaration of Covenants, Conditions, and Restrictions.
