RECOMMENDATION:
Recommendation
1. Approve a Service Agreement with HeliSafe, Inc. utilizing Purchasing Policy and Procedure Manual 3.1.5 Non-Competitive Proposal - Single/Sole Source for the Fontana Police Department Air Support Unit Helicopters.
2. Authorize the City Manager (or his designee) to enter into a Service Agreement, all related documentation, and any amendments to continue this cooperative agreement as long as it is in the best interest of the City of Fontana.

DISCUSSION:
Since 2016, the Fontana Police Department has contracted with HeliSafe Inc. for comprehensive aviation support, including maintenance, fleet storage, and pilot services. Over the course of this partnership, HeliSafe Inc. has demonstrated a consistent record of reliability and professionalism, maintaining the City’s aviation assets at a high level of readiness and ensuring uninterrupted service delivery to the community.
The existing agreement has reached its term, and a new contract has been negotiated to continue these services. The proposed agreement will include a modified first-year term of eleven months. The modification will allow the contract to align with the City Of Fontana fiscal year. The proposed agreement also includes an option for the City, upon approval by the City Council, to renew the contract annually for up to five (5) additional one-year terms. This structure provides the city with both continuity of service and flexibility to evaluate performance and fiscal impacts on a year-to-year basis.
A key enhancement within the new agreement is a 10 percent increase in service time for the Airbus AS350B2. This aircraft offers greater operational capability compared to the Robinson R66, particularly in higher wind conditions where the R66 may be grounded. By expanding the use of the AS350B2, the Department will be able to maintain aerial support during periods that would otherwise result in reduced or unavailable service. The operation will now be serviced by 50% Airbus and 50% R66.
While this increased capability provides a measurable improvement in operational coverage and public safety responsiveness, it also results in a corresponding increase in program costs. The additional expense reflects both the extended service hours and the higher performance capabilities of the AS350B2 platform. However, the ability to sustain aerial operations during adverse conditions enhances officer safety, improves response effectiveness, and ensures more consistent service to the community.
Overall, the proposed agreement balances operational improvements with fiscal responsibility, providing the City with a dependable aviation program, enhanced service capacity, and the flexibility to reassess future needs through the annual renewal option. The HeliSafe Inc. contract includes a fixed annual cost escalation of 3 percent for the duration of the agreement.
Total amount for the first year (11-month term) is $ 1,244,363.75. Funds have already been included in the 2026/2027 Fiscal Budget in the amount of $1,318,620 utilizing General Fund (Fund 101) and Grant funds (Fund 322). The current contract remains and continues to provide significant cost savings under today’s industry standards and expectations.
FISCAL IMPACT:
Funds for air support program services are included in the approved departmental General Fund budget in #10140233-8021, 10140233-8130, and 32240233-8130. The remainder year two through year five contract costs will be included in the budget planning of 2-year budget cycle FY 27-29 and FY 29-31 upon City Council approval to extend the contract.
