Recommendation
1. Award and authorize the City Manager to execute the Professional Services Agreement with Iteris in the amount of $505,767.00 to provide consultant services in performing the engineering and support work needed to deliver the City’s SMART Grant-funded Leveraging Advanced Adaptive Signal Timing for Freight to Improve Safety and Mobility Project.
2. Approve and authorize the City Manager to execute any future amendments to the Agreement in the amount not to exceed $50,000.

DISCUSSION:
In March 2024, the United States Department of Transportation (USDOT) announced thirty-four projects selected nationwide for the SMART grant in Fiscal Year 2023. The City of Fontana was one of six agencies in California to be selected, receiving an award in the amount of $2,000,000. Since then, staff have been working with USDOT to finalize the grant agreement and scope of the project.
This project was created to demonstrate how we can improve our transportation system using advanced traffic technologies. It evaluates the existing traffic system and explores new ways to manage traffic using smart traffic lights and digital tools. By connecting these tools to our existing fiber network and making upgrades to street infrastructure, we aim to help traffic flow more smoothly, especially for large trucks. This will make our roads safer, reduce pollution, and make it easier for everyone to reach their destination.
The City finalized the scope of the project and on May 15, 2025, the Purchasing Division solicited a Request for Proposals (DE-25-172-SP) to select a consultant to perform the engineering and support work needed. Purchasing notified two hundred fifty nine (259) firms via the City’s online bid system. The bid closed on June 12, 2025, and Purchasing received a proposal from one firm. The firm’s qualifications and cost proposal were reviewed based on City policies for professional services criteria, and were found to meet the needs of the project based on the technical work services required.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $505,767.00 and is included in the current FY 2025/26 budget. Costs will be funded by the USDOT SMART Grant and it’s included in project # 37500001-301-A-8130.
