RECOMMENDATION:

Recommendation

1.                     Authorize City Manager to approve Change Order #2 with CT&T Concrete Paving, Inc. in the amount of $227,822.46 for the additional concrete work added for the City Sidewalk Reconstruction #2 Project (Bid No. DE-25-56-SB).

 

2.                     Accept as complete the work performed by CT&T Concrete Paving, Inc. for the City Sidewalk Reconstruction #2 Project (Bid No. DE-25-56-SB).

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

 

DISCUSSION:

On February 11, 2025, the City Council awarded a construction contract to CT&T Concrete Paving, Inc. in the amount of $846,144.02 and authorized a contingency amount of $84,614.40 for a total contract authorization of $930,758.42 for the City Sidewalk Reconstruction #2 Project.

Construction began in June 2025 and was completed in September 2025. During construction, several additional areas of uneven sidewalk were identified that had not been noted during the initial sidewalk assessment conducted the previous year. These newly identified areas were attributed to changes in site conditions over time, primarily due to the growth of adjacent tree roots and normal weather-related deterioration, which further contributed to the displacement and damage of sidewalk panels. Given the favorable unit pricing provided by CT&T Concrete Paving, Inc. and the efficiency gained by having the contractor already mobilized on site, staff determined that it was in the City’s best interest to include the additional sidewalk repairs through a contract change order. This decision not only addressed emerging deficiencies efficiently but also enhanced pedestrian and resident safety. Change Order #1 has been approved in the amount of $76,868.38 which is within the originally authorized contingency of $84,614.40. The amount for Change Order #2 is $227,822.46 which exceeds the contingency. Both change orders encompassed additional sidewalk replacement, curb and gutter repair, and driveway approach reconstruction.

The project was successfully completed with a final contract amount of $1,150,834.86. All work has been completed to the satisfaction of the City.

 

FISCAL IMPACT:

As part of the action to accept the construction of the City Sidewalk Reconstruction #2 Project (Bid No. DE-25-56-SB) as complete, the City will take over the maintenance of this public infrastructure.  Appropriate funding for the contract change order in the amount of $227,822.46 is included in the FY 2025-2026 budget in Project 37600001-601-B-8329. Funding for the maintenance work is included in the FY 2025-2026 budget under the Public Works & Engineering Department, Utilities and Streets Division.
