RECOMMENDATION:

Recommendation

 

Approve Memorandum of Understanding (MOU) between the City of Fontana and the San Antonio Regional Hospital for participation in the 340B Drug Pricing Program pursuant to Section 340B of the Public Health Service Act.

COUNCIL GOALS:

•                     To concentrate on Inter-governmental relations by working cooperatively with neighboring jurisdictions.

•                     To concentrate on Inter-governmental relations by establishing partnerships and positive working relationships with other public agencies providing services to residents and local businesses.

 

DISCUSSION:

The 340B Drug Pricing Program was established by Congress to allow eligible health care providers to stretch scarce federal resources in order to serve more patients and provide more comprehensive services.

 

This Memorandum of Understanding is entered into pursuant to Section 340B of the Public Health Service Act (42 U.S.C. §256b). Under this statute, a private nonprofit hospital may qualify for participation in the 340B Drug Pricing Program if it has a contract with a unit of State or local government to provide health care services to low-income individuals who are not entitled to benefits under Medicare and who are not eligible for assistance under Medicaid.

The purpose of this MOU is to formalize and document San Antonio Regional Hospital’s longstanding commitment to provide health care services to low-income, uninsured, and underserved individuals within the community, including individuals who are not entitled to Medicare or Medicaid benefits.

 

This agreement memorializes San Antonio Regional Hospital’s commitment to serve these populations and the City of Fontana’s recognition of San Antonio Regional Hospital’s role in supporting the public health of the community.

San Antonio Regional Hospital is a nonprofit corporation and has a longstanding commitment to providing health care services to low-income individuals within the community, and providing Community Benefit Programs including but not limited to:

 

•                     charity care programs

•                     financial assistance policies

•                     community outreach initiatives

•                     preventive health programs

•                     access-to-care programs for uninsured patients.
