DISCUSSION:

In January 2016, the City Council accepted two grants for the design and construction of the San Sevaine Trail, Phase 1, Segment 2 project, a multi-user trail that is 1.25 miles long beginning at the Pacific Electric Trail (PE Trail) in the City of Fontana and terminating at Banyan Street in the City of Rancho Cucamonga.  The trail will be constructed along the west side of the East Etiwanda Creek/San Sevaine Flood Control Channel.

The two grants awarded in 2016 were from the Air Quality Management District (AQMD) Mobile Source Air Pollution Reduction Committee (MSRC) in the amount of $500,000.00 and the State of California Department of Parks and Recreation Recreational Trails Program (RTP) in the amount of $2,467,897.00.

In January 2020, the City Council accepted additional grant funds from the State of California Department of Parks and Recreation RTP in the amount of $2,992,519.00 and in September 2023, a grant from the Carbon Reduction Program (RCP) in the amount of $2,721,400 was accepted for the San Sevaine Trail, Phase 1, Segment 2 Project.  These are in addition to funds in the amount of $576,000.00 contributed by the City of Rancho Cucamonga.  The additional $1,000,000.00 in RTP Grant funds will increase the total project grant and outside agency funding contribution to $10,257,816.00.

In December 2023, a construction contract was awarded by the City Council for the project in the amount of $13,314,324.00 with a contingency amount of $1,331,432.00. The increase in RTP Funds contributes to fully funding the project for construction, relieving the allocation of Park Development Funds that were made to fund the construction contract.

An amendment to the Agreement with the State Department of Parks and Recreation is required for the additional grant funds that have been awarded to the City.  The amendment identifies a grant amount of $6,460,416 with a contract amount of $5,714,096, which deducts reimbursements received to date.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is an increase revenues and expenditures in Grant Fund #301 of $1,000,000 for to the San Sevaine Trail, Phase 1, Segment 2 Project No. 3345.  The required budget adjustments will be reflected in the mid-year budget adjustments.
