COUNCIL GOALS:
• Improve public safety by increasing operational efficiency, visibility and availability.
• Practice sound fiscal management by producing transparent information in a timely matter.
DISCUSSION:
The Department requires Jail Servicers to support its operational needs. Due to time constraints, the Department proposes to piggyback the City of Ontario’s existing contract. Since Utilizing the City of Ontario’s contract will expedite the procurement process and facilitate the timely provision of the required services.
The Department is recommending this approach due to time constraints and the need to secure Jail Services in a timely manner. Allied Universal Security Services is a well-qualified company. There are several local cities currently under contract with Allied Universal Security Services such as: Ontario, Rialto, and Garden Grove. Utilizing the City of Ontario’s existing contract is intended to streamline the procurement process and minimize delays in obtaining the required services.
Allied Universal will provide a final staffing plan, post structure, schedules, and authorized hours will be established with the Department and incorporated into the agreement. Services will be performed in accordance with the applicable California Board of State and Community Corrections standards, Title 15 requirements, applicable law, and Fontana Police Department policies and procedures.
The proposed agreement is for five (5) years with pricing listed below for each of the five years.
Year 1: $692,793.80 Year 4: $ 756,317.00
Year 2: $713,302.60 Year 5: $ 778,697.80
Year 3: $734,518.60
FISCAL IMPACT:
Funding for the current fiscal year jail services were included in the 2026/2027 Fiscal Year budget in General Fund #101, ORG# 10140108. Each of the remaining 4 years of the contract and any required increases will be requested during the two-year fiscal/supplemental budget adoption process. For increase efficiency and reducing administrative expenses, the city’s purchasing procedures under Section 10-152 allow the City to utilize competitive bidding conducted by another agency.
