DISCUSSION:
Major shifts in the information technology landscape over the past two decades have made the collection and analysis of evidence an increasingly important tool for solving crimes and preparing court cases. More and more hi-tech devices are being developed and used for law enforcement purposes. These devices can help law enforcement officers resolve dangerous situations, locate and arrest suspects, gather evidence, solve crimes and protect themselves and the public more effectively.
Artificial intelligence in law enforcement refers to the use of AI-driven technologies to help investigators organize, analyze, and connect large volumes of information in order to identify leads, uncover patterns, and assist in bringing investigations to resolution more efficiently. These systems can rapidly process reports, digital evidence, body-worn camera footage, license plate reader data, social media content, and other investigative information to support informed decision-making. While AI can enhance investigative efficiency and improve data analysis capabilities, it is intended to assist-not replace-the judgment, discretion, and constitutional responsibilities of law enforcement personnel.
Closure is an AI-powered investigative analysis platform designed specifically for law enforcement, prosecutors, and investigators. Its primary purpose is to help agencies manage and analyze massive amounts of digital evidence faster and more efficiently.
Some key capabilities include transcribing audio and video evidence, translation of multilingual evidence, analyzing large volumes of data, lead and connection identification. The company states the platform is designed around Criminal Justice Information Systems (CJIS) compliance, role-based access controls, encryption, and restricted access to sensitive law enforcement data.
In summary, Closure is an AI-powered digital investigative analyst designed to help law enforcement agencies securely organize, search, transcribe, translate, and analyze large volumes of digital evidence. The platform assists investigators in identifying leads, uncovering connections, and accelerating case resolution while maintaining human oversight and investigative discretion.
The Closure Intelligence Platform License (software subscription) service agreement is currently under review, and a draft agreement is attached to this agenda item for reference. Upon completion of the review and finalization of the agreement, the final executed version will be submitted to the City Clerk's Office for inclusion in the official record. The City Manager, or designee, will enter into the agreement only after determining that its terms and conditions are acceptable and in the best interest of the City.
This AI software is unique and Closure Intelligence is the only vendor that meets the police requirements. Purchasing Policy 3.1.5 allows a sole source purchase when no competitive advantage would be gained from unique services that are only available from one source.
FISCAL IMPACT:
Funding is requested from the Asset Seizure Fund (223) in the amount of $375,000.00 to cover the purchase of the software, implementation, and configuration services, including a three-year service agreement. Appropriate budget adjustments will be incorporated into the FY 2026-2027 quarterly budget adjustments.
Six months prior to the expiration of the agreement, the Police Department (PD) will conduct a funding and operational assessment to determine long-term funding options. If continued use of the software is recommended, General Fund (101) resources may be requested to support ongoing costs. The PD will also continue to pursue alternative funding opportunities to minimize reliance on the General Fund.
