The applicant proposes a Santa Barbara style of architecture. The architectural features for the proposed buildings incorporate a light earth tone color palette with a chocolate accent color and sapphire blue windows and doors. The architectural style includes a smooth stucco finish, tile roof, and shutters. Added architectural features include decorative wood colors, window trim, covered patio balconies, and decorative wrought iron work.

Amenities/Open Space:

The proposed development includes a gas fire built in barbeque with a trellis, covered area with tables, and bike racks, located in the northwest section of the Project Site. In addition to the proposed amenities, each unit has adequate private open space directly accessible from the private unit. The 13-units have an amenity area of 1,408 square feet.

Grading/Walls:

The Project Site is vacant and undeveloped. The topography of the Project Site is relatively flat, with a less than two (2) percent gradient. A new six (6) foot high decorative masonry screen wall with two-inch precision block caps will be constructed along the west property line. There is an existing block wall to remail along the southern adjacent property line adjacent to an existing drive aisle used to access the parcels to the west.  An existing low chain-link fence will be removed for the project.

Site Access/Circulation/Parking:

Access to and from the Project Site will be provided by driveways along Ivy Avenue and Mango Avenue. The developer will construct a new driveway accessing Ivy Avenue and, the existing driveway along the southern portion of the site will remain. Sufficient parking for each unit and internal circulation have been provided for the project; the requested 4-space parking reduction is allowed by Form-Based Code provisions, based in part on the project site‘s proximity to transit and employment.

Environmental:

Pursuant to the California Environmental Quality Act (CEQA) Guidelines and Section No. 3.22 (Categorical Exemption) of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA, staff has determined that the proposed Project is categorically exempt from CEQA pursuant to CEQA Guidelines Section No. 15332 as a Class 32, In-Fill Development Project. The project site is considered Infill Development and meets the CEQA requirements of Infill: (1) The Project is consistent with the WMXU-3 designation of the General Plan and the Multi-Family District of the FBC; (2) The Project Site is less than five (5) acres; (3) The Project Site has previously been developed, and is not within any known sensitive or threatened habitat area; (4) The Project will not have any significant effects related to traffic, noise, air quality, or water quality; and (5) There are adequate public services for the development of the proposed residential project. Further, none of the exceptions in CEQA Guidelines Section 15300.2 apply.
