RECOMMENDATION:

Based on the information in the staff report and resolution and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission adopt Resolution No. PC 2025-____, and,

 

1.                      Find that the project is categorically exempt pursuant to CEQA Guidelines Section No. 15332 (Class No. 32, Infill Development), and Section No. 3.22 (Categorical Exemption) of the Local 2019 Guidelines for Implementing the CEQA, and direct staff to file a Notice of Exemption; and,

 

2.                     Approve Conditional Use Permit No. 23-0018; and,

 

3.                     Approve Administrative Site Plan No. 23-0027.

ANALYSIS:

The applicant, Suresh Doddiah, is requesting that the Planning Commission review and approve Conditional Use Permit No. 23-0018 and Administrative Site Plan No. 23-0027 for the development of a trailer repair facility building totaling 11,933 square feet including associated site improvements on approximately 1.7-acre lot, located at 15763 Boyle Avenue.

 

Conditional Use Permit No. 23-0018

The project is comprised of a new trailer repair facility within the Southwest Industrial Park Specific Plan/Freeway Industrial/Commercial District (FID). The trailer repair use is permitted with a conditional use permit. Consequently, conditions of approval have been added to the Project that will limit the business operator from repairing trailers outside, and from storing trailers not receiving service. This type of use will be a benefit for the city because it will offer trailer repair facility for the trucking businesses that are in the southern end Fontana. Additionally, the proposed project is consistent with the City’s General Plan goal to create high-quality job-producing industrial uses (Goal 5, Page 15.38) and to support a high-quality of life and economic prosperity by locating industrial uses where there is easy access to regional transportation routes (Goal 2, Page 15.33). The proposed use meets the minimum development standards of the specific plan and the development code.

 

Administrative Site Plan (ASP) No. 23-0027

The project is comprised of a new two-story trailer repair facility building with five (5) service bays, totaling 11,933 square feet. The Project includes associated on and off-site improvements, including parking spaces, new landscaping, lighting, curb, gutter, sidewalks, utilities related to the Project and underground utilities. The architectural features for the proposed building will feature an exterior color palette in a white-grey color scheme, a stucco coated exterior, awnings and decorative lighting. The variations to the building face, varying roof lines and building height at 32 feet high, will make the project architecturally pleasing and be consistent with the surrounding area.

 

Grading/Walls:

The topography of the Project Site is relatively flat. The existing drainage pattern flows south, the proposed drainage pattern will direct the water to the south into underground stormtech chambers which will be installed as part of the project. The project will include an eight (8) foot-high decorative block wall with cap along the west, south, and east sides of the property, and a new 8-foot-high tubular steel fence with pilasters facing Boyle Avenue.

 

Site Access/Circulation/Parking:

Vehicle and truck access to the project site will be provided by a driveway along Boyle Avenue. The project site meets the minimum parking requirements for the facility. The internal circulation has been reviewed by Planning, Fire, Traffic, and Engineering. The internal circulation is sufficient to support this type of use.

 

The project site is physically suitable in size and shape to support the development of the proposed repair facility. Applicable building codes, zoning codes, and fire codes and standards will make for a safe, attractive, and well-designed project. The project design incorporates safety measures for automobiles and pedestrians in the area.

 

Environmental:

The applicant provided a noise study to analyze any potential impact to the existing legal nonconforming mobile home park to the east of the project site. The noise study found that this project will not exceed the City’s established noise standards and no mitigation is required.

 

Pursuant to the California Environmental Quality Act (CEQA) Guidelines and Section No. 3.22 (Categorical Exemption) of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA, the proposed Project is categorically exempt from CEQA pursuant to CEQA Guidelines Section No. 15332 as a Class No. 32, Infill Development Project. This project site is considered In-Fill Development and meets the CEQA requirements of In-fill: (1) The project is consistent with the Light Industrial (I-l) General Plan land use designation and the SWIP Specific Plan/Freeway Industrial/Commercial District regulations; (2) The project site is less than five (5) acres at approximately 1.7 adjusted gross acres; (3) The project site is not within any known sensitive or threatened habitat area; (4) The project site will not have any significant effect related to traffic, noise, air quality, or water quality; and (5) There are adequate public utilities services for the development of the proposed trailer repair facility.  Further, none of the exceptions in CEQA Guidelines Section 15300.2 apply.

 

MOTION:
