RECOMMENDATION:
Recommendation
1. Adopt Resolution No. 2026-081, a resolution of the City Council of the City of Fontana authorizing application for, and receipt of, Transformative Climate Communities Program Funds.
2. Authorize the City Manager, or City Manager’s designee, to enter into and transmit any necessary or appropriate documents to ensure the City’s timely submission of the Transformative Climate Communities Program application, and authority to execute all related program documents.

DISCUSSION:
The Transformative Climate Communities Program (TCC), administered by the California Strategic Growth Council (SGC) in partnership with the California Department of Conservation (DOC), empowers communities to choose their own strategies that achieve major environmental, health, and economic benefits while reducing greenhouse gas emissions. The TCC program prioritizes California’s most disadvantaged communities and funds community-led development and infrastructure projects.
For Round 6, approximately $98.8 million is available from the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024, commonly known as the “Climate Bond”. The program offers three grant types for eligible applicants: Planning Grants, Project Development Grants, and Implementation Grants.
The City is evaluating several community-prioritized projects to maximize environmental, health, and economic benefits for our residents while utilizing this funding opportunity. One proposal under consideration involves installing a community microgrid in qualifying areas that could serve to support community cooling centers and operational resiliency for city operations. This initiative would directly align with the TCC program's eligible strategies for Solar Installation, Community Microgrids, and Community Resilience Centers. These upgrades would ensure these critical facilities remain operational during extreme heat events and power outages, all while reducing greenhouse gas emissions and advancing the program's required transformative elements. In addition, the City will include funding for an affordable housing project as well as programing to address the needs of the low-income community in the city.
Given the approaching application deadline, staff requests that the City Council authorize the application submittal while staff continues to evaluate specific application components.
FISCAL IMPACT:
Approval of this item does not establish a specific fiscal impact at this time. The City may be eligible to receive Transformative Climate Communities (TCC) Program funding of up to $23 million; however, the actual amount of funding awarded, if any, is currently unknown. Any TCC funding awarded to the City will be brought back to the City Council for consideration and approval, including the appropriate budget appropriations in the next quarterly budget report.
