RECOMMENDATION:

Recommendation

1.                     Approve the Interlocal Agreement with the Cities of Adelanto, Apple Valley, Barstow, Chino, Colton, Fontana, Hesperia, Highland, Montclair, Ontario, Rancho Cucamonga, Redlands, Rialto, San Bernardino, Upland, Victorville, Yucaipa, Yucca Valley and the County of San Bernardino, concerning distribution of the 2025 Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $45,601.

 

2.                     Authorize the City Manager or his designee to sign the Interlocal Agreement on behalf of the City of Fontana for the 2025 Justice Assistance Grant and any other documents and/or amendments required to comply with this grant award.

COUNCIL GOALS:

•                     Practice sound fiscal management by pursing grant opportunities.

 

DISCUSSION:

The City of Fontana, as well as other cities in the County of San Bernardino will be the recipients of JAG Funds for 2025.  The County of San Bernardino serves as the grant administrator on behalf of all cities in the County.  As a result, an Interlocal Agreement must be signed by all cities and the county.  Each city will sign a separate agreement as the timeline set by the Federal government to receive these funds will not permit one agreement to be circulated and signed by every city in the county.

 

The Fontana Police Department plans to utilize 2025 JAG Grant funds to purchase mobile ticket writer technology to reduce time spent on data entry. Due to available supplies and time constraints, if items are unavailable, funds will be reallocated to other identified priority law enforcement equipment.

 

Indicated in the JAG 2025 Allocations chart, the City of Fontana is eligible to receive $45,601.  The County will retain a 5% administration fee in the amount of $2,280, and therefore the City of Fontana will receive $ $43,321.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is an increase in both grant revenue and appropriations of $43,321 and is not included in the current 2026-27 budget. The required budget adjustments will be included in the first quarter budget status report in Grant Fund #301, Project #40200011-301-A.
