RECOMMENDATION:

Based on the information in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission, pursuant to an exemption from CEQA, adopt Resolution PC No. 2023-___; and,

 

1.                     Determine that the project is categorically exempt pursuant to Section No. 15332 (Class No. 32, Infill Development), and Section No. 3.22 (Categorical Exemption) of the 2019 Local Guidelines for Implementing the CEQA, and direct staff to file a Notice of Exemption; and,

 

2.                     Approve Design Review Project No. 21-009R1-R1.

The project site is located at 13995 Foothill Boulevard, on the south side of Foothill Boulevard and west of Banana Avenue (APN: 0230-391-01).

 

REQUEST:

Design Review No. 21-009R1-R1 - A request for approval of revisions to the previously approved design review to include a new color scheme and a modification to a building pop-out as part of Building No. 10, for a 72-unit multi-family condominium project on a 3.76-acre site.

PREVIOUS APPROVALS

 

                     On September 21, 2021, the Planning Commission approved MCN No. 21-029 and Design Review No. 21-009 for site and architectural review for the development of a 71-unit multi-family condominium project and Tentative Tract Map No. 21-003 (TTM No. 20382) to consolidate four (4) parcels into one (1) parcel.

                     On August 16, 2022, the Planning Commission approved MCN No. 21-029R1 and Design Review No. 21-009R1 for the revision of a previously approved design review including the replacement of the three-story condominium units with two-story condominium units, addition of one unit to Building No. 16, provision of three (3) additional parking spaces to the proposed site plan, and adjustment of certain buildings, all for the development of a 72-unit multi-family condominium project along with associated improvements.

 

PROJECT DESCRIPTION:

 

 

The project is under construction and is meeting all the development standards that were previously approved.

 

The project site has a General Plan Map Land Use Designation of Walkable Mixed-Use Downtown and Corridors (WMXU-1), which is consistent with the Route 66 Gateway Districts of the Form Based Code. The proposed multi-family project is permitted within the Route 66 Gateway Districts of the Form Based Code.

 

 

ANALYSIS:

The applicant, Shelly Jordan, on behalf of Brightsky Residential, is requesting that the Planning Commission approve a revision to a previously approved design review (Design Review No. 21-009R1) project. The original applicant for the project, MCO Development, initially included the natural dark tone colors that was previously approved, however, the new developer, Brightsky Residential, reviewed the color scheme and determined that dark colors were not what they desired; therefore, they’re proposing to modify the color scheme to be more vibrant, bold, and attractive to the future residents. The old color scheme that was previously entitled with MCO Development, included natural tone colors such as indigo blue, brown and taupe and the new color scheme includes cooler colors such as silver, gray, white, and brown which complement the overall Modern Contemporary architectural style. The variety in color will provide for an architecturally pleasing project that enhances the character of the neighborhood.

 

Design Review Project No. 21-009R1-R1

 

As previously mentioned, the applicate is requesting a revision to the color scheme and a pop-out feature for the project. The proposed color scheme is change from the previously approved natural colors that included indigo blue, brown and taupe to cooler colors of silver, gray, white, and brown which will complement the overall Modern Contemporary architectural style. The revise color scheme will be for all the buildings and the revised pop-out modification will be on Building 10 (North elevation). The pop-out modification will widen the width of the pop-out to be aligned with the roof eave. The proposed project has been designed to be compatible with the surrounding uses.

 

Environmental:

 

The site is approximately 3.76 and is substantially surrounded by urban uses and is consistent with the applicable General Plan and zoning, and all streets, schools, water, and fire protection have already been developed and are provided in the general area.  The project site has no value as habitat for endangered, rare, or threatened species.  Therefore, it has been determined that the project qualifies for a categorical exemption pursuant to Section No. 15332, Class 32, (Infill Development) of the California Environmental Quality Act (CEQA), and Section No. 3.22 of the 2019 Local Guidelines for Implementing the California Environmental Quality Act.

 

MOTION:
