RECOMMENDATION:
Recommendation
1. Determine that the adoption of the ordinance of the City of Fontana adding, amending and deleting certain articles, sections and subsections of Chapter 5 of the Code of the City of Fontana, California pertaining to the construction and maintenance of buildings, and adopting the 2025 Edition of the California Building Standards Code, known as the California Code of Regulations, Title 24, consisting of the California Building Code, Volumes 1 & 2, based on the 2024 International Building Code; the California Plumbing Code, based on the 2024 Uniform Plumbing Code; the California Electrical Code, based on the 2023 National Electrical Code; the California Mechanical Code, based on the 2024 Uniform Mechanical Code; the California Wildland-Urban Interface Code based on the 2024 International Wildland-Urban Interface Code; the California Existing Building Code, based on the 2024 International Existing Building Code; the California Green Building Standards Code; the California Residential Code, based on the 2024 International Residential Code; and the 2024 Edition of the International Property Maintenance Code is exempt from further environmental review under Section 15061(b)(3) of the State CEQA guidelines, projects with no possibility of significant effects upon the environment, and direct staff to file a notice of exemption.
2. Waive further reading of and introduce Ordinance No. 1975, an ordinance of the City of Fontana adding, amending and deleting certain articles, sections and subsections of Chapter 5 of the Code of the City of Fontana, California pertaining to the construction and maintenance of buildings, and the 2025 Edition of the California Building Standards Code, known as the California Code of Regulations, Title 24, consisting of the California Building Code, Volumes 1 & 2, based on the 2024 International Building Code; the California Plumbing Code, based on the 2024 Uniform Plumbing Code; the California Electrical Code, based on the 2023 National Electrical Code; the California Mechanical Code, based on the 2024 Uniform Mechanical Code; the California Wildland-Urban Interface Code based on the 2024 International Wildland-Urban Interface Code; the California Existing Building Code, based on the 2024 International Existing Building Code; the California Green Building Standards Code; the California Residential Code, based on the 2025 International Residential Code; and the 2025 Edition of the International Property Maintenance Code; and that the reading of the title constitute the first reading thereof.

COUNCIL GOALS:
• To improve public safety by incorporating current technologies in the construction and maintenance of buildings, housing and fire prevention into the City’s building codes. promote economic development by being business friendly through the reduction of local amendments to the adopted codes.
DISCUSSION:
The California Health and Safety Code requires the City to update its codes, laws, and ordinances regulating building construction to keep up with the latest edition of the California Building Standards Code, known as the California Code of Regulations, Title-24. The 2025 California Building Standards Code - based on the 2024 editions of the model codes - was adopted by the California Building Standards Code with an effective date of January 1, 2026. The proposed Ordinance will adopt the 2025 Edition of the California Building Standards Code, which consists of the California Building Code, California Plumbing Code, California Electrical Code, California Mechanical Code, California Existing Building Code, California Green Building Standards Code, and California Residential Code. The adoption of these codes will bring the City into compliance with State law, and incorporate current technologies in the construction and maintenance of buildings, housing and fire prevention into the City’s building codes.
There are no new or increased fees being proposed with this ordinance.
The proposed Ordinance is substantially the same Ordinance as the Ordinance that adopted the previous editions of the California Building Standards Code except for the adoption of the California Wildland-Urban Interface Code.
The City Attorney has reviewed the proposed Ordinance and comments from the City Attorney have been received and incorporated into the proposed Ordinance. Copies of the Codes that are being considered for adoption are filed in the Clerk’s Office of the City and are open to public inspection as required by Government Code Section 50022.6.
The required Notice of Hearing has been prepared pursuant to Government Code Section 50022.3.
