Recommendation
Accept as complete the work performed by Los Angeles Engineering, Inc. for the construction of the Sierra Avenue Widening Project (Bid No. SB-86-DE-22).

COUNCIL GOALS:
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

DISCUSSION:
On June 14, 2022, the City Council authorized the award of a construction contract to Los Angeles Engineering, Inc. in the amount of $11,300,000.00 with a 10% contingency in the amount of $1,130,000.00 for the construction of the Sierra Avenue Widening Project between Foothill Boulevard and Baseline Avenue (#37603281). The improvements include widening Sierra Avenue to six-lanes with curb, gutter, sidewalks, raised landscaped median, decorative streetlights, and a new traffic signal at Sierra Avenue and Reed Street intersection.
Los Angeles Engineering, Inc. completed the project on June 18, 2024. Following construction completion, negotiations continued with the contractor regarding a pending Contract Change Order. A final agreement was recently reached, and the final payment was issued in February 2025. The project was successfully completed for the final amount of $10,700,095.29, a decrease of 5.31% from the original contract amount of $11,300,000.00 and $1,729,904.71 under the total authorized budget. All work has been completed to the satisfaction of the City of Fontana.
FISCAL IMPACT:
As part of the action to accept the construction of the Sierra Avenue Widening Project between Foothill Boulevard and Baseline Avenue (#37603281) as complete, the City will take over the operation and maintenance of this public infrastructure. Appropriate funding for the maintenance work is included in the FY 2024-25 revised budget under the Public Works Department, Utilities and Streets Division.
