DISCUSSION:

The LEAP Grant, as part of the Local Governmental Planning Support Grants Programs,  provides a one-time grant funding to regions and jurisdiction for technical assistance, preparation and adoption of the planning documents, and process improvements. The goal of this program is to make funding available to all local governments in California for the preparation, adoption and implementation of plans that streamline housing approvals and accelerate housing production. The goals of the program are to (1) accelerate housing production; and (2) facilitate compliance to implement the sixth cycle of the regional housing need assessment (RHNA).

On June 9, 2020, the City of Fontana was awarded the LEAP Grant program funds in the amount of $500,000 by the Department of Housing and Community Development.  On July 28, 2022, the City approved a Professional Service Agreement with Kimley-Horn Associates, Inc. in the amount of $469,375 for LEAP Grant Administration.  On September 21, 2023 the City approved Amendment No. 1 to the contract to extend the term to adjust to the revised LEAP Grant deadline of September 30, 2024.  Subsequently, work has progressed on the LEAP Grant project including preparation of the Walnut Village Specific Plan and associated California Environmental Quality Act (CEQA) document by the consultant.  Staff is requesting a contract change order to add an additional $9,200 for Kimley-Horn Associates, Inc. to prepare the facts and findings document to support the Final Environmental Impact Report (FEIR) for the new Walnut Village Specific Plan that is anticipated to be completed shortly.

FISCAL IMPACT:

The project is funded by the LEAP Grant program fund administered by the Department of Housing and Community Development and is included in Fund 301 (PN 34100001).
