RECOMMENDATION:

Recommendation

1.                     Award bid and authorize the City Manager to enter into a construction contract with DT Stellar General Engineering for the construction of the City Sidewalk Reconstruction #3 Project in the amount of $808,161.00 and authorize a 25% contingency in the amount of $202,040.25 (DE-26-167-SB).

2.                     Approve and authorize the City Manager to enter into any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for City Sidewalk Reconstruction #3 Project.

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

 

DISCUSSION:

The City of Fontana’s approved Capital Improvement Program Budget includes the City Sidewalk Reconstruction #3 Project (“Project”).  This is the third location for the Project and there will be additional contracts forthcoming. The proposed improvements include the rehabilitation of existing sidewalks and drive approaches, and eliminating poor and very poor conditions. The project will improve walkability, increase sidewalk service life, and enhance the safety of pedestrian traffic.

 

On May 18, 2026, bids for this contract were opened. A total of sixteen (16) bids were received, ranging from $808,161.00 to $1,655,312.30. DT Stellar General Engineering is the lowest bidder in the amount of $808,161.00. The Engineer’s Estimate was $1,100,000.00. After reviewing proposed bid documents and performing reference checks, Engineering staff has determined DT Stellar General Engineering to be the lowest responsible and responsive bidder.

 

Staff also recommends 25% contingency instead of the traditional 10%. During the previous sidewalk reconstruction project, several additional areas of uneven sidewalk were identified that had not been noted during the initial sidewalk assessment. These newly identified areas were attributed to changes in site conditions over time, primarily due to the growth of adjacent tree roots and normal weather-related deterioration, which further contributed to the displacement and damage of sidewalk panels. Given the efficiency gained by having the contractor already mobilized on site, it will be in the City’s best interest to include the additional sidewalk repairs through a contract change order.  The decision to include the additional work will only be made if it is determined to be cost-efficient. This additional work will most likely exceed 10% of the construction contract amount. This approach will not only address emerging deficiencies efficiently, but also enhance pedestrian and resident safety.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $808,161.00 for the full term of the construction contract and $202,040.25 for construction contingency, for a total of $1,010,201.25.  These amounts are included in the FY 2025-26 available budget, in 37600001-601-C-8329.
