COUNCIL GOALS:
• Increase citizen involvement by promoting healthy lifestyle opportunities to residents of all ages.
• Enhance the local environment for future generations and create a healthy economic and environmental future by encouraging healthy eating, regular physical activity, and responsible individual choices.
DISCUSSION:
The Fontana Unified School District (FUSD) is contracting with the City of Fontana to serve as their Fontana Expanded Program (FELP) Provider. FELP is fully funded through the After School Education and Safety (ASES) Grant and Expanded Learning Opportunities Program (ELO-P).
As part of the grant-required curriculum components, FELP provides physical education components and 21st-century skills lessons to meet the program requirements, as well as align with the district’s efforts to support participants' healthy living skills.
It is recommended that the City contract with Active Education to provide and deliver the Soccer & Multi-Sports Program curriculum for the Fontana Expanded Learning Program at elementary and middle school sites to support the Operating Agreement between the City and FUSD. The program will support participants’ physical education and sportsmanship skills.
The Soccer & Multi-Sports programming will focus on teaching participants essential values such as teamwork, basic conflict resolution, and responsible decision-making. Additionally, FELP staff will receive training on the fundamentals of fun recreational play provided by Active Education.
This is a sole-source contract as the curriculum is only available through Active Education and meets grant requirements. Purchasing Policy 3.1.5 allows the purchase when no competitive advantage would be gained from services that are unique and are only available from one source. The contract template is approved by BBK.
FISCAL IMPACT:
The program is budgeted in the adopted FY 2025/2026 Community Services Department operating budget as designed by the FUSD Operating Agreement. The program cost is $166,320.00 and will be funded from budget unit 38624101 in account 8130.
The City, per the Operating Agreement with the Fontana Unified School District, will be reimbursed in an amount not to exceed $14,880,864 per year for services provided to the grant-based after-school program.
