RECOMMENDATION:
Recommendation
1. Accept the 2027 State of California Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP) Grant, number PT27059 in the amount of $305,800
2. Authorize the Chief of Police or his designee to sign all related grant documents including extensions or modifications for the grant; and expend funds as outlined in the grant agreement.

DISCUSSION:
The Selective Traffic Enforcement Program “STEP” grant is made available through the State of California’s Office of Traffic Safety. All program preparation, training and implementation will be held during the period of October 1, 2026, and September 30, 2027. The program is designed to reduce the number of persons killed and injured in traffic collisions involving impairment and other primary collision factors. Other funded strategies may include public awareness, educational programs, and training for law enforcement.
The funded strategies include:
• Officers will complete Standardized Field Sobriety Testing (SFST) training
• Officers will attend the Advanced Roadside Impaired Driving Enforcement (ARIDE) 16-hour POST certified training
• DUI/DL Checkpoints
• DUI Saturation Patrols will be conducted
• Distracted Driving Enforcement Operations targeting drivers using handheld cell phones and texting will be conducted
• Traffic Enforcement Operations, including but not limited to primary collision factor violations
• Highly publicized Motorcycle Safety Enforcement Operations will be held
• Highly publicized Bicycle and Pedestrian Safety Enforcement Operations will be held
• Specialized enforcement operations focusing on street racing and sideshow activities
• Participate in highly visible collaborative operations focusing on both DUI and Traffic Enforcement
• Participate in multiple National and State Campaigns such as:
o National Pedestrian Safety Month
o National Walk to School Day
o National Teen Driver Safety Week
o NHTSA Winter Mobilization
o National Distracted Driving Awareness Month
o National Motorcycle Safety Month
o National Bicycle Safety Month
o Click it or Ticket Mobilization
o National Speed Prevention Campaigns
o NHTSA Summer Mobilization
o National Child Passenger Safety Week
o California’s Pedestrian Safety Month
The Police Department will work to create media opportunities throughout the grant period to call attention to the innovative program strategies and outcomes.
Data gathering and analysis of the program will take place throughout the grant period to include quarterly performance reports, quarterly evaluation data forms, the final report, claim and executive summary.
Due to the grant performance period, staff are requesting the necessary budget adjustments with approval of this item and outside of the normal quarterly process to ensure the timely use of all grant funds.
FISCAL IMPACT:
The City of Fontana will increase revenues in the amount of $305,800; and increase appropriations for expenditures in the amount of $305,800 in Grant Fund #301, Project #40200010-301-A. Appropriate budget adjustments will be submitted to the Budget Office with the 1st Quarter Budget Status Report.
