RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to execute a contract with Service First of Santa Ana, CA for City-Wide Pool Maintenance Services for two (2) years with three (3) one-year extension in the amount of $580,859 annually.
2. Approve and authorize the City Manager to execute any future contract amendments to the contract with Service First for City-Wide Pool Maintenance Services.

COUNCIL GOALS:
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The City of Fontana owns and operates 7 public pools, 2 splash pads, and 2 waterslides at 5 different locations. Since the retirement of the aquatic maintenance staff, the Public Works Department has diligently worked to fill this position. Despite our dedicated efforts, we have encountered challenges in attracting suitable candidates both internally and externally. This has resulted in several failed recruitment attempts, impacting our ability to adequately staff the servicing of pools.
As a result, Public Works Department staff recently solicited bids for full-service pool maintenance services at these facilities. The scope of services for this contract includes all labor, materials, chemicals, minor repairs, and record keeping needed to operate the city’s pools and aquatics facilities in compliance with State and County public health standards.
The formal bidding process has been completed in conformance with the City’s purchasing policies. Public Works Department staff evaluated the three (3) proposals received with assistance from the City’s Purchasing Department. Staff recommends that Service First of Santa Ana, CA be awarded the contract for these services as they were determined to be the most qualified, responsible, and responsive bidder. This proposed contract will be for a two (2) year period, with three (3) additional one-year extensions at the City’s sole discretion, effective April 1, 2024.
FISCAL IMPACT:
The total fiscal Impact associated with the approval of this item is $152,415.00 in fiscal year 2023/2024, and $580,859.00 in fiscal year 2024/2025, totaling $733,274.00 during the proposed 2-year total contract term. The appropriate amounts of funding are included in the City’s current FY 23/24 and FY24/25 supplemental budget in the General Fund, LMD2 fund 396, and CFD1 fund 401 where these activities are performed.
