RECOMMENDATION:
Recommendation
1. Accept the San Bernardino County Continuum of Care’s Homeless Housing, Assistance, and Prevention Round 5 (HHAP-5) funding in the amount of $500,000;
2. Authorize the City Manager, or designee, to enter into and transmit all necessary agreements, amendments, reporting and documentation to ensure the City’s timely submittal and execution of the Homeless Housing, Assistance, and Prevention Round 5 (HHAP-5) funding.

COUNCIL GOALS:
• Provide a diverse range of housing types and levels of affordability while addressing homelessness in the community by promoting diverse range of housing projects and levels of affordability.
• Concentrate on Inter-governmental relations by pursuing financial participation from county, state and federal governments.
DISCUSSION:
The San Bernardino County Office of Homeless Services (OHS) released an RFA to implement eligible Homeless Housing, Assistance and Prevention Round 5 (HHAP-5) activities to support actionable, person-centered, regionally coordinated projects that reduce unsheltered homelessness.
The City submitted an application under the Rapid Rehousing, Prevention and Shelter Diversion, and Service Coordination categories and was awarded $500,000. The proposed program will provide housing navigation landlord engagement, move-in assistance, rental assistance, security deposits, and housing stabilization services to help individuals and families experiencing homelessness or at risk of homelessness to obtain or maintain housing. The City will also partner with River’s Edge Ranch, which operates a three-phase recovery program serving men and women experiencing addiction, homelessness, and justice-system involvement. Through this partnership, participants in the program will receive employment-readiness services support, vocational training, and coordinated support services. Because a significant portion of Rivers Edge Ranch participants have established ties to Fontana, the program helps ensure the needs of community are being addressed.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is an increase in Homeless Housing, Assistance, and Prevention Program funding in the amount of the $500,000 awarded. The required budget adjustments were included in the Q4 FY 2025-26 quarterly budget report in project 30200032-301.
