RECOMMENDATION:

Based on the information contained in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission adopt Resolution No. PC 2026-                                          , and

 

1.                     Determine that the project is categorically exempt pursuant to Section No. 15332 (Class No. 32, Infill Development) and Section No. 3.22 (Categorical Exemption) of the Local 2019 Guidelines for Implementing the CEQA, and direct staff to file a Notice of Exemption: and

 

2.                     Approve Tentative Tract Map No. 26-0005 (TTM No. 20856) and

 

3.                     Approve Design Review (DRP) No. 25-0031

BACKGROUND INFORMATION:

This item was originally scheduled for the July 21, 2026 Planning Commission meeting and at the request of the applicant was continued to the August 18, 2026 Planning Commission meeting.

ANALYSIS:

The applicant is requesting that the Planning Commission review and approve Tentative Tract Map No. 26-0005 (TTM No. 20856) to establish a condominium map consisting of eight (8) condominium units, and Design Review No. 25-0031 to develop a new eight (8) unit multi-family development project and associated site improvements on an approximately .4 acre lot.

 

 

 

Tentative Tract Map No. 26-0005 (TTM No. 20856):

The applicant is requesting approval of Tentative Tract Map No. 26-0005 to establish a condominium map for the development of eight (8) condominium units. A homeowner’s association will be created for the maintenance of all common areas, amenities, and landscaping.

 

Design Review Project (DRP) No. 25-0031:

The new eight (8) unit condominium complex is comprised of five (5), two-story buildings. The applicant is proposing Spanish style architecture featuring Court type buildings with an exterior neutral tan color palette scheme and brown accents for entry doors, shutters, and garage doors. The architectural style includes stucco that has a medium sand exterior, concrete S-roof tile, wrought iron railings, grilles, Spanish tiles, shutters and exterior light fixtures, stone veneer, and vinyl windows.

 

The proposed units will include three and four bedroom options, with an option for a fifth bedroom in plan type P3 by converting the den into a bedroom. The units range in size from 1,282 to 2,165 square feet. There are four plan layouts for the multi-family development project. Each building has a mix of plan types and unit types as depicted on the following table:

 

 

The variation to the building faces, varying roof lines and building height of 24 feet 6 inches high will make the project architecturally pleasing and be consistent with the surrounding area. The (8) unit multi-family development project includes associated on and off-site improvements, including parking spaces, new landscaping, lighting, and utilities.

 

The proposed site is physically suitable in size and shape to support the development of the proposed condominium complex. Applicable building codes, zoning codes and fire codes and standards will be met and make for a safe, attractive, and well-designed project.

 

Amenities/Open Space:

The Project amenities include a shade structure with a BBQ grill and seating. The amenities are centrally located on the site for use and enjoyment by all project residents. In addition to the proposed community amenities, each unit includes open space ranging from 255 to 342 square feet.

 

Grading/Walls:

The topography of the Project Site is relatively flat. The existing drainage pattern flows from the north to the south with a maximum slope of 1.5 percent.  The project plans include a proposed six (6) foot high block wall with on the west side and existing six (6) foot high block walls on the north, south, and east sides of the property.

 

Site Access/Circulation/Parking:

Ingress and egress to and from the project site is provided via Wheeler Avenue. The internal circulation has been reviewed by the Planning, Fire, Traffic, and Engineering departments and found to be sufficient to support this type of use.

 

Environmental:

Pursuant to the California Environmental Quality Act (CEQA) Guidelines and Section No. 3.22 (Categorical Exemption) of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA, the proposed Project is categorically exempt from CEQA pursuant to CEQA Guidelines Section No. 15332 as a Class 32, Infill Development Project. The project site is considered Infill Development and meets the CEQA requirements of Infill: (1) The Project is consistent with the Walkable Mixed Use Urban (WMXU-3) designation of the General Plan and the Form Based Code/Multi-Family Core District regulations; (2) The Project Site is less than five (5) acres; (3) The Project Site is not within any known sensitive or threatened habitat area; (4) The Project will not have any significant effects related to traffic, noise, air quality, or water quality; and (5) There are adequate public services for the development of the proposed residential project. Further, none of the exceptions in CEQA Guidelines section 15300.2 apply to the Project.

 

 

MOTION:
