RECOMMENDATION:
Recommendation
Approve and authorize the City Manager to enter into a Restoration Agreement with Jurupa Community Services District (JCSD) for the JCSD Intervalley Pipeline Project.
End
COUNCIL GOALS:
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The Jurupa Community Services District (JCSD) administers the JCSD Intervalley Pipeline Project, which is intended to provide JCSD with access to high-quality northern Chino Basin groundwater and treated State Water Project (SWP) water, thereby expanding and diversifying JCSD’s water supply portfolio while enhancing long-term reliability and resiliency. This project includes the creation of an interconnection between JCSD and Fontana Water Company to enable access to surplus water and operational flexibility for JCSD. In the future, the connection could support two-way emergency transfers and support future regional water contributions.
JCSD has hired Downing Construction as the contractor responsible for the construction of the project. During the design phase, the contractor must perform utility potholing and geotechnical borings at various locations within the project limits to verify existing underground utility locations, identify potential conflicts, and obtain information necessary for the pipeline design.
On October 22, 2026, JCSD expressed concerns to the City regarding the cost and potential impacts of performing multiple pavement restorations during different phases of the project. Under the City's current requirements, pavement restoration would be required following the initial utility potholing and geotechnical investigations, even though the same roadway areas may subsequently be disturbed during pipeline construction. This approach could result in redundant pavement reconstruction, additional construction costs, and repeated disruptions to the traveling public.
To minimize unnecessary pavement reconstruction and reduce construction-related impacts, City staff and JCSD reviewed the proposed project schedule and construction sequence. Based on this review, staff supports a project-specific modification to City Standard Plan No. 1008 that would allow temporary asphalt pavement restoration following utility potholing and geotechnical borings, with permanent pavement restoration deferred until pipeline construction is completed.
Under the proposed modification, JCSD would be permitted to install temporary asphalt caps at potholing and boring locations within the project limits. However, JCSD would remain responsible for completing all required permanent pavement restoration in accordance with City Standard Plan No. 1008 no later than September 30, 2028, regardless of the project's construction status or completion schedule.
FISCAL IMPACT:
There is no fiscal impact to the City that is associated with the approval of this item.
