Award bid and authorize City Manager to execute an agreement with Devlin Design Group for Stage Studio Design and Installation in the amount of $399,903.84 and authorize a 10% contingency in the amount of $39,990.38 (Bid No. CM-25-168-SP).
Award and authorize City Manager to execute agreement with TV Pro Gear for Systems Design, Integration, and Installation in the amount of $468,860.00 and authorize a 10% contingency in the amount of $46,886 (Bid No. CM-25-168-SP).

DISCUSSION:
Fontana Experience Network (FXN), formerly known as KFON, is the official public channel operated by the City of Fontana, delivering civic programming and live government meetings to residents via cable and online platforms. As part of the City’s broader modernizations efforts, FXN is expanding its studio and video production capabilities.
The studio will support live and recorded government programming, including public meetings, interviews, community updates, and special programming. Additionally, the project will include the design and installation of a control room, video editing suite, voice-over room, podcast set up, lifestyle talk show set up, and a green screen setup for high quality production value across a variety of formats. The control room will serve as the central hub for managing audio and video feeds.
On May 7, 2025, City of Fontana released the RFP for design, build and installation for the studio (CM-25-168-SP).
Four (4) firms submitted bids, namely, Devlin Design Group, LLC, TV Pro Gear, FX Design Group, and Arc Systems. The proposals ranged from $271,950 to $468,860.
The proposals received in response to RFP CM-25-168-SP were evaluated and scored against established criteria, including experience with similar government and broadcast studio installations, technical approach and quality of equipment, pricing and overall value to the city, implementation timeline and readiness, and references and support plan.
Following a comprehensive review of all four submittals, staff determined that separating the scope of work between two firms would provide the city with the highest overall value and ensure the successful delivery of the project.
Devlin Design Group, LLC achieved the highest scoring proposal in the category of Scenic Design and Installation services, demonstrating exceptional strength in government and broadcast set design, innovative scenic concepts, and user-friendly layouts that maximize flexibility for multiple program formats. TV Pro Gear achieved the highest scoring proposal in the category of Systems Design, Integration, and Installation services, offering the strongest technical proposal with proven turnkey solutions, deep knowledge of broadcast technology, and a well-defined implementation plan that minimizes downtime and risk.
FISCAL IMPACT:
The total estimated cost of the Fontana Experience Network Studio project is $955,641. Of this amount, $250,000 has been allocated from account number 10510401. The remaining balance of $705,641 will be requested from the PEG Channel Fund Balance as part of the First Quarter Budget Review.
