DISCUSSION:

Due to staffing shortages, the Traffic Division within the Public Works & Engineering Department has experienced challenges in meeting the growing demand for timely traffic-related plan reviews submitted by development projects and utility companies. As a result, the turnaround time for initial plan reviews was extended from four (4) weeks to six (6) weeks.

To address these challenges and restore the four-week turnaround time, the City retained Iteris, a consultant from the City's On-Call Engineering Services List, to provide additional traffic plan review support, primarily for traffic control plans and selected signing and striping plans. On July 1, 2026, the City issued a task order in the amount of $40,000 for these services.

Due to the continued volume of plan submittals and the anticipated increase in workload over the coming months, additional consultant support is necessary to maintain timely plan reviews and avoid further delays. Therefore, staff recommends approval of the first amendment to the existing task order, increasing the total not-to-exceed amount to $323,882.75 and extending the services through June 2027.

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is an increase in expenditures of $283,882.75 and is included in the FY 2026/27 current budget in the General Fund, account 10137505-8130.

MOTION:

Approve staff recommendation.
