RECOMMENDATION:

Recommendation

1.                     Award bid (PD-26-38-SP) and authorize the City Manager to enter into a contract with the top two rated Biohazard Remediation Service companies and Bio-SoCal and Emergency Response, for one year with the option to renew four additional years.

 

2.                     Authorize the City Manager to enter into any and all contract amendments on behalf of the City of Fontana for Biohazard Remediation Services.

COUNCIL GOALS:

                     Operate in a businesslike manner by correcting problems immediately.

 

DISCUSSION:

The Police Department periodically encounters incidents requiring specialized biohazard cleaning involving bodily fluids or other potentially infectious materials.  Such incidents may occur in jail holding cells, police vehicles, animal services containers, property disposal bins, and roadways. These situations require the use of certified professionals employing approved methods in compliance with all applicable health and safety regulations.

 

In accordance with City procurement policies, the Purchasing Department conducted a Request for Proposal (RFP) for Biohazard Cleaning Services.  One hundred thirty seven (137) Vendors were notified, 22 vendors downloaded the bid, six (6) bids were received, and one (1) Fontana based business submitted.  Based on an evaluation of qualifications, experience, availability, and cost effectiveness, staff is recommending Bio-SoCal and Emergency Response for award of the Biohazard Remediation Services Contract.

 

FISCAL IMPACT:

Funds for biohazard cleaning services are included in the approved departmental general fund budget in 10140108-8130,10140231-8130, and 10140221-8130. However, the total cost is dependent on the number and nature of incidents requiring response.  Should service demands exceed budgeted amounts, additional funding may be requested through the appropriate budget adjustment process.
