Recommendation
Award of contract to Safeway Sign Company and Main Street Signs & Supplies for the purchase of various signs and supplies. The term shall be for two (2) years with three (3) one-year extensions at the City’s sole discretion.

COUNCIL GOALS:
• To invest in the city's infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The Public Works Department must install, maintain and replace a variety of signs within the public right-of-way as well as all public parks and buildings. These signs typically include traffic control, regulatory, warning, guidance, advisory, street names and building facility signs.
Additionally, the Engineering Department requires sign installations within the public right- of-way throughout the course of each year. To serve the demands of both departments, the Public Works Department will administer the annual contracts with funding participation from the Engineering Department.
Sealed bids for SB-56-PW-21 were opened electronically at 2:00 P.M. on April 8, 2021. One hundred thirty-five (135) vendors were notified of the bid opportunity. Bid packets were downloaded/received by nineteen (19) vendors, and we received six (6) bid responses. Four (4) vendors within the Fontana were notified; none of the vendors within Fontana responded to the bid request.
After evaluating the vendor responses, the Purchasing Division and Public Works Department both recommend that Safeway Sign Company and Main Street Signs & Supplies be awarded contracts. Safeway Sign Company will generally serve as the high-volume sign inventory provider for various programs. Main Street Signs & Supplies will serve as the specialty sign vendor for public streets, buildings, parks and other miscellaneous signs. Awarding to both sign vendors will best serve the needs of the City of Fontana.
FISCAL IMPACT:
Funds have been budgeted in the current Fiscal Year 2021/22 Operating budget specifically in the General Fund #101 Sign Maintenance 10138102; Gas Tax Fund #281 Sign Maintenance 28138102; Measure I Fund 246 Signage 24636019. Anticipated expenditures are estimated at $140,000 annually.
