RECOMMENDATION:

Recommendation

 

Adopt Resolution No. 2026-083, a resolution of the City of Fontana reducing the user fee for Block Party Permits that was previously set forth in a master fee schedule.

COUNCIL GOALS:

                     To practice sound fiscal management by producing timely and accurate financial information.

 

DISCUSSION:

The City of Fontana engaged Willdan Financial Services to perform a comprehensive fee study to analyze the costs of providing various City regulatory activities, programs, and services. Given the complexity and range of services evaluated, Willdan applied a variety of industry-standard methodologies to calculate full cost recovery for each fee or program area.

A comprehensive study and the development of a fee calculation model allows for economic stabilization to occur as well as future personnel costs to be better forecasted. The study determined the user fee to process block party permits to be $352.  This cost includes the processing by engineering staff and the police department personnel to review the application and use of City blockades.  User fees are designed to reasonably cover, but not exceed, the reasonable cost of providing the service for which the user fee is charged.

City Council Members expressed a desire to lower the associated permit fee to encourage community engagement and make the said permit more affordable.  As such, it is recommended the permit be reduced to a flat rate of $250.

 

FISCAL IMPACT:

The City issued less than five permits last year.  The fiscal impact associated with the approval of this item will result in a minimal reduction of revenue.
