RECOMMENDATION:
Recommendation
1. Approve the Non-Competitive Proposal purchase under the Purchasing Policies 3.1.5 for Single Source/Sole Source method for services are unique.
2. Approve a Purchase Order with Knott’s Berry Farm in the amount of $227,787 for the entry tickets to the amusement park for the Fontana Expanded Learning Program.

DISCUSSION:
The City of Fontana is currently in an Agreement with the Fontana Unified School District (FUSD) as the Fontana Expanded Program (FELP) Provider. FELP is an After School Education and Safety (ASES) Grant and Expanded Learning Opportunities Program (ELO-P) funded program. As part of the grant required curriculum components, FELP provides education components and 21st Century Skill lessons to meet the program requirements as well as align with the district’s efforts to support student understanding of the world.
To support the operating Agreement between the City and FUSD, FELP is recommending purchasing admission to Knott’s Berry Farm for FELP 2026 Summer Camp enrolled participants. Knott’s Berry Farm offers a wide range of historical and educational activities and specialty programs for a variety of ages and skill levels. Staff is recommending the City to purchase the admission for participants to visit Knott’s Berry Farm for all participants enrolled in the summer.
This is a sole source contract as the location is only available through Knott’s Berry Farm and meets grant requirements. Purchasing Policy 3.1.5 allows the purchase when no competitive advantage would be gained from services that are unique and are only available from one source.
FISCAL IMPACT:
The program cost is $227,787 and is budgeted in the adopted FY 2025/2026 Community Services Department operating budget in account 38624101.8130. The cost is 100% fully reimbursable.
