RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to execute Amendment No. 1 to a Professional Services Agreement with T.Y. Lin International for Engineering Services for the Foothill Boulevard from Hemlock Avenue to Almeria Avenue Street Improvement (Malaga Bridge) Project (SQ-04-DE-19) in the amount of $129,375.00 for a total contract amount of $1,847,198.00.
2. Appropriate $88,270.00 from Measure I Arterial Program Fund No. 245 with the required match of $41,730.00 from Circulation Mitigation Fund No. 630.

COUNCIL GOALS:

DISCUSSION:
The Pacific Electric Bike/Multi-use Trail (PE Trail) runs within the former Pacific Electric Railway San Bernardino Line right-of-way and crosses Foothill Boulevard on a historic steel railroad bridge (Malaga Bridge). The proposed project will bring Foothill Boulevard to grade and replace the bridge with a single-span steel truss bridge to accommodate the ultimate six-lane section. The project also includes a landscape median, storm drain improvements, and signing and striping. On May 14, 2019 the City Council awarded a Professional Services Agreement to T.Y. Lin International for environmental and design services for the project.
The City’s Capital Improvement Program also includes a separate project for construction of a traffic signal at Foothill Boulevard at Beech Avenue intersection. Staff recommends consolidating these two projects. This amendment will provide for consultant services as needed for the additional environmental studies, design and right of way acquisition resulting in combining these projects. The project schedule will not be affected.
FISCAL IMPACT:
Funds for this project are budgeted in Fiscal Year 2021-2022 in Measure I Arterial Program Fund No. 245 and Circulation Mitigation Fund No. 630 in Project No. 3333 (Foothill: Hemlock to Almeria). An additional appropriation of $88,270.00 from Measure I Arterial Program Fund No. 245 and $41,730.00 from Circulation Mitigation Fund No. 630 will be included in the First Quarter Budget Report.
