RECOMMENDATION:

Recommendation

1.                     Award bid and authorize the City Manager to execute a construction contract with Zeco, Inc. for the construction of the Southridge Dog Parks (East and West) Project, in the amount of $541,326.50 and authorize a 10% contingency in the amount of $54,132.65 (Bid No. DE-25-97-SB).

 

2.                     Approve and authorize the City Manager to execute any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Southridge Dog Parks (East and West) Project (Bid No. DE-25-97-SB).

COUNCIL GOALS:

DISCUSSION:

The Southridge Dog Parks (East and West) Project will consist of the construction of two (2) separate dog parks within the Southridge community of the City.  The East Park is located along Citrus Avenue, south of Jurupa Avenue.  The West Park is located along Village Drive, east of Live Oak Avenue, south of Jurupa Avenue.  Both parks are located within the existing Southern California Edison easement open space areas.  

The Capital Improvement Program (CIP) Division is coordinating this project with the Parks and Landscape Division. The scope of work within this contract will consist of grading the two (2) park sites and constructing all concrete and asphalt concrete (AC) pavement improvements. This will include the construction of curbs and/or gutters, concrete ramps, commercial driveways, AC dikes, AC parking lots, concrete sidewalks, and water quality BMP’s.  Upon completion of Engineering’s contract improvements, the Parks and Landscape Division will follow with improvements that include fencing, landscape and irrigation, and other final improvements related to the parks.  

 

On March 24, 2025 at 2 p.m., the bids for this contract were opened. A total of fifteen (15) bids were received ranging from $541,326.50 to $1,179,071.50. Zeco, Inc. is the lowest bidder in the amount of $541,326.50. The Engineer’s estimate was $556,600.00. After reviewing the proposed bid documents, Purchasing and Engineering staff have determined Zeco, Inc. to be the lowest responsive and responsible bidder.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $595,459.15 for the full term of the construction contract and is included in the FY 2024-2025 budget in the Southridge Dog Park Projects #37200008-635-A and 37200009-635-A.
