RECOMMENDATION:

Recommendation

Approve and authorize the City Manager to execute a Temporary Easement Deed with North Fontana Investment Company, LLC for the Ventana Project.

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

 

DISCUSSION:

On September 13, 2022, the City Council adopted Ordinance No. 1902, an Ordinance of the City Council of the City of Fontana Approving Specific Plan Amendment No. 21-001, an Amendment to the Ventana at Duncan Canyon Specific Plan to modify and update the overall Specific Plan by establishing new planning areas and updating Specific Plan Development Standards. The proposed Specific Plan Amendment established six new planning areas with four different zoning classifications which include medium density residential, high density residential, mixed-use, and commercial.

 

The developer was required to construct a drainage inlet to accept offsite stormwater from areas of the north of Citrus Avenue, as determined in the approved drainage study for the Storm Drain Backbone for the Ventana at Duncan Canyon Specific Plan.  Currently, offsite stormwater flows directly onto Citrus Avenue. 

 

Due to limited street right-of-way availability and to mitigate these flows, the drainage inlet needs to be built on property owned by the North Fontana Investment Company, LLC (NFIC).  Once the inlet is constructed and accepted by the City, the City will operate and maintain the inlet temporarily. When NFIC constructs the ultimate storm drain system north of Citrus Avenue, the drainage inlet will no longer be necessary, and the City will quitclaim the easement deed as necessary.

 

FISCAL IMPACT:

There is no fiscal impact associated with the approval of this item.
