RECOMMENDATION:

Recommendation

1.                     Award bid and authorize the City Manager to execute a construction contract with Universal Construction and Engineering for the construction of the Active Transportation Program (ATP) Date Elementary School Street Improvements Project Federal ID No. ATPSB1L-5307(032), in the amount of $1,531,066.25 and authorize a 10% contingency in the amount of $153,106.63 (Bid No. DE-24-248-SB).

 

2.                     Approve and authorize the City Manager to execute any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Active Transportation Program (ATP) Date Elementary School Street Improvements Project Federal ID No. ATPSB1L-5307(032), (Bid No. DE-24-248-SB).

DISCUSSION:

On May 10, 2022, the City Council accepted an Active Transportation Program Grant in the amount of $1,808,000.00 to fund the design and construction of a street improvements project around Date Elementary that would construct missing sidewalks, ADA compliant curb ramps, high visibility crosswalks, and Class II bike lanes. The project limits are along Fontana Avenue between Athol Street and Merrill/Oleander Avenues within the vicinity of Date Elementary School.

 

On March 20, 2025, at 2:00 p.m., the bids for this contract were opened. A total of twelve (12) bids were received ranging from $1,531,066.25 to $2,348,408.00. Universal Construction and Engineering is the lowest bidder in the amount of $1,531,066.25. The Engineer’s Estimate was $1,897,173.98. After reviewing the proposed bid documents, Purchasing and Engineering staff have determined Universal Construction and Engineering to be the lowest responsive and responsible bidder.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $1,684,172.88 for the full term of the construction contract. Budget adjustments will be included in the next FY 2024-25 quarterly budget report to increase revenues and allocate the ATP grant construction phase award in the amount of $1,609,000 into grant fund 37600029-301-D.
