RECOMMENDATION:

Recommendation

1.                      Award and authorize the City Manager to enter into a Professional Services Agreement with BFK Architects for the Design Services for the 16641 Orange Way Public Works East Yard Renovation Project in the amount of $318,880.00 (Request for Proposals PW-26-158-SP).

 

2.                     Approve and authorize the City Manager to enter into future individual Professional Services Agreement Amendments with BFK, not exceeding $30,000.00 for the 16641 Orange Way Public Works East Yard Renovation Project (PW-26-158-SP).

                     Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

 

DISCUSSION:

The proposed renovation of the existing facility located at 16641 Orange Way, known as the Public Works East Yard, will convert the building into a modernized fleet and facilities workshop with supporting office space. The redesigned facility is intended to accommodate 22 full-time staff, providing an expanded work area for vehicle maintenance operations and enabling future growth. Project improvements include the development of updated office areas, a breakroom, a conference room, and a dedicated facilities wood shop. In addition, the project will incorporate significant building system upgrades, including improvements to the roofing, electrical, plumbing, and HVAC systems, to ensure functionality, safety, and long-term operational efficiency.

 

On March 12, 2026, the City issued a Request for Proposals (RFP) for design services from qualified architectural firms. On March 24, 2026, a total of nine (9) proposals were received from firms interested in providing design services for the project. All proposals were evaluated in accordance with City policies and procedures, with consideration given to firm and staff qualifications, project approach and scope of work, and proposed project schedule. The submitted proposals ranged in cost from $218,000 to $543,000. Based on the evaluation results, staff recommends approval of a Professional Services Agreement with BFK Architects, based on the firm’s relevant experience, available project staffing, proposed schedule, and comprehensive approach to the design of the project.

 

FISCAL IMPACT:

The Fiscal impact associated with the approval of this item is $348,880.00 for the full term of the Professional Services Agreement. The project is included in the Fiscal Year 2025-2026 Budget in project string 37300011-632-A-8130 as part of the Development Impact Fee eligible project under Government Services.
