RECOMMENDATION:

Recommendation

1.                       Approve and authorize the City Manager to enter into a Task Order in a not-to-exceed amount of $106,798.20 with Onward Engineering for Engineering Design Services for the O’Day Short Elementary Safe Routes to School Project, Request for Proposals DE-24-195-SQ-15.

2.                       Approve and authorize the City Manager to enter into any future amendments to the Task Order in a not-to-exceed amount of $100,000.00.

3.                       Authorize the City Manager to enter into any and all utility agreements, utility easements, and any related items on behalf of the City of Fontana for the O’Day Short Elementary Safe Routes to School Project.

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

 

DISCUSSION:

The O’Day Short Elementary Safe Routes to School Project will consist of constructing sidewalk, access return ramps, curb and gutter, asphalt concrete pavement, driveway approaches, and restoring all areas and improvements to pre-construction conditions.

 

On November 5, 2025, the San Bernardino County Transportation Authority (SBCTA) Board of Directors approved funding in the amount of $250,000.00 from the Transportation Development Act (TDA) Article 3 Bicycle and Pedestrian Facilities Program for the O’Day Short Elementary Safe Routes to School Project. On February 10, 2026, the City Council approved the adoption of Resolution No. 2026-002, authorizing the submittal and request for reimbursement(s) for the TDA Article 3 funds for the O’Day Short Elementary Safe Routes to School Project in the amount of $250,000.00, and that the Public Works Director/City Engineer is authorized to certify project completion.

 

Engineering staff solicited a Request for Proposals (RFP) for Engineering Design Services by notifying the City’s three (3) pre-qualified firms through the Purchasing Office. Three (3) prospective bidders downloaded the RFP documents. On May 21, 2026, proposals were received from three (3) firms interested in providing design services for the project. The proposals received for the project ranged from $96,754.00 to $136,325.00. Proposals were evaluated and ranked in accordance with City policies and procedures.

 

Engineering staff recommends that the City Council approve a Task Order Agreement in the amount of $106,798.20 with Onward Engineering for design services for the O’Day Short Elementary Safe Routes to School Project. Although Onward Engineering was not the firm with the lowest cost proposal, they were selected for their thorough scope and understanding of the project in all the main areas that were listed in the RFP released by the City. Additionally, Onward Engineering identified conflicts that the City may run into and provided solutions that will contribute to the success of the project. Lastly, Onward Engineering proposed an adequate and timely schedule for the completion of the design phase for the project.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item for the O’Day Short Elementary Safe Routes to School Project is $64,666.31 in Project No. 37600050-241-B-8113 and $42,131.89 in Project No. 37600050-303-B-8113 and is included in the FY 2026-2027 budget.
