RECOMMENDATION:
Recommendation
1. To authorize the Community Services Department to enter into a lease agreement with Boss Hair Studios to offer hair styling, nail and retail services at the Fontana Community Senior Center.
2. Authorize the City Manager or his designee to execute any documents necessary to effectuate said agreement.

DISCUSSION:
As part of the 43,855 square foot Fontana Community Senior Center, a beauty salon is included to provide comprehensive services to center guests. Specifically, this space will provide an opportunity for patrons of the center to purchase hair styling, manicures, pedicures, and purchase products for hair and nails in a senior citizen environment.
The identified beauty salon space is just over 200 square feet, featuring two salon stations, a wash bowl, a manicure station and furnishings.
As part of a competitive application process, salon vendors were solicited to lease the space and provide quality services, offering a range hair and nail services. Two applications were received.
Boss Hair Studios was selected as the vendor for the Beauty Salon based on their application and the demonstration of their ability to supply the services and create an atmosphere that compliments the programming offered within the facility (operated during the Fontana Community Senior Center operating hours and during City sponsored special events) and provide a relaxed setting for customers to receive hair and nail services. Boss Hair Studios proposal for services in the space includes offering haircuts and styling, hair coloring, manicures, pedicures, hair washing and blow drying, and the ability to buy hair and nail product for home use.
The proposed Lease Agreement will have an initial term of one year and will automatically renew on an annual basis concurrent with the fiscal year cycle. The vendor will be required to make identified lease payments in an amount equal to the cost of the utilities for the space on a monthly basis. An annual adjustment has also been built into account for cost of utility increases, as well as an option to adjust the lease amount if the actual cost of utilities is higher than the original estimate. The cost of maintenance and custodial services will also be the responsibility of the vendor.
Boss Hair Studios is planning to operate the Beauty Salon from 9:00 a.m. to 4:30 p.m. Monday through Friday.
By entering into this Lease Agreement, the City will be able to provide quality services and an enhanced center experience to the community through an experienced and professional vendor. The attached lease agreement has been reviewed by the City Attorney.
FISCAL IMPACT:
Lease revenues in an amount equal to the cost of utilities to operate the beauty salon space or approximately $1,800 per year is expected on an annual fiscal year basis and will be recorded in account 10124300-5530.
